    PTS FACILITIES ENGINEER (UTILITY) - DIRECT HIRE CONTRACT – KAZAKHSTAN Our Client, a Major international Oil and Gas contractor, is seeking a PTS Facilities Engineer (Utility) for a project in Kazakhstan. QUALIFICATIONS/EXPERIENCE: • Higher Degree / Diploma qualification in Process Engineering or Chemical Engineering or equivalent. • At least 5 years of upstream oil and gas industry experience. • Functional Expertise of Process Engineering, International engineering standards and best practices; • Familiar with part of, or the entire, Project life cycle. • Has experience in provision of frontline operations support. • Ability to inspire dispersed multi-cultural communities. • Ability to implement complex strategies. • Experience in implementing changes. JOB PURPOSE: To provide Process Engineering Support on Utility Systems in Onshore Production Facilities (OPF) and Onshore Sulphur Facilities (OSF). JOB RESPONSIBILITIES: • Demonstrates Safety Leadership both in personal safety and in process safety. Verifies compliance with Republic of Kazakhstan Statutory HSE Regulations, Codes and Standards; Verifies timely reporting and follow-up of all HSE incidents. • Consult and support PGP and KUT supervisors and CRO’s in day to day plants operations aspects. • Investigates process issues, flow assurance issues, process control queries. Contributes to best practices, new technologies and knowledge sharing to leverage improved functional responsiveness for the Onshore Process team. • Advises on opportunities to optimize onshore energy and resources utilization (heat, power and water). • Delivers process engineering support related to normal operation, commissioning and restart, turnaround of Onshore Production Facilities (OPF) and Onshore Sulphur Facilities (OSF). Participates in HAZOP, HAZID, IPF, Risk Assessments and QRA reviews. Carries out Process Engineering activities in accordance with applicable HSE practices and procedures. • Develops, advises and maintains interface coordination between Operations, Maintenance, Engineering and other functional groups ensuring Operational issues are properly communicated and subsequently addressed • Contributes to process studies and makes recommendations related to OPF and OSF. • Recommends and advises optimal and safe operating windows for OPF and OSF Utility systems. • Reviews onshore environmental performance, licensing and reporting. • Insures OPF and OSF Process Safeguarding Compliance with Company and Industry Codes and Standards. • Supports and actively contributes to mentorship and develop programs for national staff. • Develop (if necessary), review and comment Operating Work Instructions (procedures) and Technical Reglaments. • Leads the implementation of business improvement initiatives, in the areas of HSE and production quality. • Manages and provides integrated activity planning (IAP) inputs and support as it relates to Power Generation, Power Distribution and Utilities Production • Analyse production quantity and quality parameters, contributes to continuous improvement of OPF and OSF Utility systems. • Provides support to Plant modifications and develops Management of Change (eMoC) for OPF and OSF operational Threats. • Reviews eMoC’s (in case passing TA assessment). • Utilize the Golden roles/ Safe R to guide day to day work planning and decision making. • Participate in walk downs, assist in developing punch list, support in engineering solutions during new Capital Projects or plant modifications. • Supports Root Couse Analysis (RCA) investigations, support 5 why development for process or safety incidents. • Responsible for planning own work and aligning with the team goals and priorities. • Encourages the team’s professional culture based on commercial and technical transparency. • Contributes new ideas and identifies opportunities to improve the efficiency of business processes. Duration: 1 year renewable Rotation: 28 days on/ 28 days off. (12 hours per day, 7 days per week). Rate: US$455 per worked day (net of Kazakh tax) Benefits: Client pays mobilization/demobilization and flights, insurance and medical insurance/medical evacuation, Accommodation, transport. Must have project management/engineering experience in construction of various building projects including business centres, entertainment & shopping centres, malls, supermarkets. Previous experience of working in Russia is preferable. Start Date: ASAP Duration: 1 year, with possible extensions Rate: USD $6000.00 per month (Net of Kazakh tax) Status: Single status Residential basis working 5 days a week, 8 hours per day. Benefits: Client pays medical insurance/medical evacuation, Accommodation (single status standard) and transport. 50 work days of annual leave and 3 paid home leave return flights per residential assignment year (1st trip after 3 months of work). Although single status residential is the preferred option for this Client they may also consider this position on a rotational basis working 42 days on 14 days off (usually working 6 days a week, 10 hours per day).
