    Key Requirements

    We are seeking to recruit on behalf of our client a SENIOR PORTFOLIO MANAGER ADVISOR/ANALYST to work in their Technical Office based in Qatar on a long-term residential contract. The position requires a professional who has previous experience working with a Public Works Authority and must have experience in infrastructure. In a Public Works Authority that has the responsibility for the planning, design, procurement, construction, delivery and asset management of all infrastructure projects and public buildings. The type of major projects which the client is responsible for are roads, drainage and buildings such as public building, schools and hospitals etc. Purpose Facilitate the development and ongoing management of an optimized portfolio, ensuring senior management decisions lead to the fulfilment of strategic objectives through the delivery of programmes and projects, aligned with business-as-usual Roles & Responsibilities • Provide a strategic review of all programmes, projects and interdependencies, reporting anomalies of areas of concern to senior management • Analyse the portfolio recommendations on the programme/project mix to the decision makers • Balance/optimize the portfolio in terms of strategic goal attainment vs delivery capacity/capability and business-as-usual priorities • Evaluate and help to implement process improvements to improve project workflow and more effective delivery • Develop and manage the prioritization model • Develop, maintain and provide expert assistance to the commissioning process whereby programmes and projects are added to/deleted from the portfolio • Facilitate governance/portfolio meetings • Develop and maintain the management dashboard • Initiate reviews of post-programme and post-project evaluation reports and benefits to ensure the strategic goals have been enabled/met • Develop and maintain the portfolio delivery plan • Provide support/information to business planning • Develop and maintain a portfolio resource schedule, mapping available resources against programmes and projects • Develop and maintain the portfolio risk register • Develop and maintain a portfolio dependency register • Assess benefits management across several programmes or projects to identify gaps, overlaps and conflicts, and eliminate double counting in the benefits management plans of inpidual programmes and projects • Develop and maintain KPI’s for the portfolio • Scan the horizon for impending strategy or policy changes that may impact on the composition of the portfolio, and communicate an impact analysis to Department Manager • Provide an aggregated analysis of gated reviews to the Department Manager • Examine post-stage-gated review/gateway improvement plans to ensure strategic portfolio actions are delivered • Develop portfolio stakeholder strategy and ensure communications are timely and effective • Liaise with the finance team regarding monitoring of financial spending and timing support for audits • Provide decision and governance support by performing the following; • Regularly review the appropriateness and deliverability of the portfolio • Review the relative business priorities and risk profiles • Escalate issues to Department Manager. Qualifications & Working Experience: • A University Degree in Engineering or PM/CM • Master’s degree in Portfolio, Programme or Project Management • Chartered Member/Fellow of relevant professional institution • Minimum of 25 years working experience out of which a minimum of 10 years in portfolio/programme management and 5 years in GCC • Skilful in relevant software applications
