    Progressive Global Energy is looking for a construction engineer to work on a refinery project in Argentina.

    Working for the EPC responsible for building the plant, the CE will be responsible for communicating the engineering drawings to the ground crews on site. Because of this, a bilingual inpidual who speaks Spanish and English will be the ideal candidate.

    Responsibilities include:

    -Performs constructability reviews to minimize site labor.
    -Creates execution plans and ensures adherence.
    -Controls the issuance of all technical documentation.
    -Plans all lifts for safety and efficiency.
    -Selects specialized equipment such as cranes, excavators, transporters, etc.
    -Plans and tracks work to ensure efficient use of resources.
    -Inspects all work in progress to ensure quality and compliance.
    -Ensures all activities are done safely.
    -Documents daily activity and submits management reports.
    -Manages tool and equipment budgets.

    Experience:

    -Must be able to read and interpret Blueprints and specifications. And interface with engineering to make changes that benefit the project economically
    -Possesses high degree of understanding of the technical elements of the work they are supervising, i.e., welding, mechanical installation, rigging, etc. Uses intuition and experience to complement data and develop alternative solutions
    -Must be fluent in commonly used schedule and progressing tools and know how to use them to predict and report progress.
    -Must be able to recognize change to the specification and contract and manage it.
    -Must be familiar with all elements of running a safe project and know how to impact them for a positive result
    -Good communication skills, both written and verbal.
    -10 years of experience with refining, chemical, or process facility experience

Qualifications & Requirements Consistent & Developed Practical Experience in the operation and maintenance of High voltage Distribution Systems, using large diesel alternators and Wind-Turbines. Proven ability in the installation, testing and commissioning of High Voltage and LV Switchgears Proven consistent application of Engineering skills & developed experience and knowledge of all repair techniques required for above equipment. Proven experience in a Power Station environment. Qualified to HNC/HND level or equivalent in Engineering Comprehensive knowledge of safe working practices and safety procedures. Conversant with current H.S.E. legislation. IT Competent, particularly in use of Email, Microsoft Word and Excel at Intermediate Level Ability to communicate well, verbally and in writing with both internal and external customers. Good organisational and time management skills. Strong self-motivation and the ability to work with a degree of autonomy and to use one's own initiative. Willing to work unsociable hours and be on call 24hrs/day. Awareness of the constraints of working in an overseas environment and how to overcome them.
