Key Requirements

Purpose
Responsible for managing all maintenance work for client’s non-operations buildings/facilities and for planning, processing and monitoring maintenance budget, contracts/works to ensure cost optimization, quality controls, HSSE, corporate procedure compliance and customer satisfaction

Responsibilities
Lead the Civil, Electrical and HVAC maintenance team (including client’s staff/contractors) and deliver all maintenance services required at the client’s facilities under management demarcation
Direct/assist subordinates in planning/executing maintenance works/conducting site investigations and finalising maintenance solutions in a cost-effective manner while ensuring customer satisfaction
Approve SOW/BOQ/estimates/technical specifications of new tenders for submission to concerned authorities and approve RO, SES, EIP for approved contracts based on the manual of authority
Conduct pre-tender technical evaluations and finalise clarification on contract bids/sign technical evaluation reports/chair regular meetings with contractor/landlord/other stake-holders/submit periodic progress reports to management
Plan various activities related to site mobilization of contractor’s following issue of Letter of Award by the client
Arrange various access permits/passes including coordinating the placement of contract’s site offices, material storage area and camp as applicable
Prepares annual budget, considering running/planned maintenance contracts/end user/non-routine requirements/preventative maintenance assessment/previous year utilization in consultation with budget focal point
Control budget expenditure and submit periodic budget/expenditure report to manage
Develop specifications, drawings, estimates for non-routine maintenance/minor modification/upgrading works and submit for approval
Determine availability/quality of materials on the local market and approve equivalent alternative material
Review/recommend maintenance work procedures/guidelines/consolidated contract strategy, business plan, cost rationalization proposals, correspondence/reports/data analysis for review by management
Evaluate/monitor maintenance contractors and management staff performance including submission of monthly/periodic performance reports/KPI to management
Ensure Corporation’s established policies/procedures are being implemented with the section
Comply with requirements/policies of facilities management, safety, security, landlord and other stakeholders in all maintenance services

Experience/Qualifications Required
BSc in Civil/Electrical/Mechanical Engineering
MSc Engineering preferred
Minimum of 15 years in construction and maintenance of large commercial building with CPMM and/or PMP
Past 7 years’ experience in a senior position as an Electrical/Mechanical/Civil Maintenance Engineer dealing with costs, budgets and contracts
Familiar with preparation of tender specifications, associated standards pertaining to local and international regulations
Good knowledge of local contracts and an aptitude to understand other disciplines is desirable
Fluent spoken/written English with excellent communication, contracts/SAP and computer skills
