Key Requirements

Responsibilities

    Natural Resources are seeking to recruit an ACCOUNTANT PAYROLL who will be working on a Residential contract on married or single status based in QATAR responsible for processing, performing and ensuring CLIENT's payroll activities pertaining to CLIENT employees are conducted, recorded and accounted in accordance with CLIENT personnel procedure manual and other corporate policies and procedures relevant to Payroll Section under strict confidential environment. Responsibilities • Maintain job workflow in the Payroll Section under the Supervision of Head of the Section. Takes a lead role in providing guidance, supports & other critical information to the staff for improving current systems and enhance the efficiency and effectiveness of service delivery in the section • Guides, supports & provide critical information to the staff for improving current systems and take responsibility for the Optimum job workflow within the section and provide support to staff to enhance the efficiency and effectiveness of service delivery in the section. Initiate and support payroll staff in development and implementation of new systems and system interfaces to reduce errors and improve efficiency • Ensure compliance with CLIENT Internal Control requirements within the section, coordinate with auditors (State / External / Internal) for queries and documentation and ensures that observations are clarified and agreed recommendations are implemented on a timely basis • Oversees major queries and actively participates in resolving disputes and queries between Employees, CLIENT HR/HL departments, Pension Authorities, local /Overseas active/ex-employees related to employee payments • Approves relevant MIS reports for payroll section. Reviews and take system driven long term actions on payroll reports (unpaid loans report, reconciliation reports, un-cleared advances report, report on left staffs without final settlements in a reasonable time, payroll exception reports etc.). • Monitors and verify KPIs related to payroll section, establish yearly QMS objectives, and monitor for timely achievement. Review and endorse the timely Balance Sheet reconciliation and provide guidance to payroll staff to investigate and performs actions on un-reconciled items • Supervise and facilitate a series of activities for monthly/daily/weekly payroll based on online data & manual submissions received from various departments to generate various benefit payments to employees and ensure timely recoveries/deductions in accordance with CLIENT policies & procedures manual, contracts and local laws. Also approve various additional monthly payments for timely payroll processing. • Review and approve Final settlement of ex-employees and ensure the accuracy as per CLIENT Policy and Procedure manual, contracts and local laws. Ensure the accuracy and timely submission of Court payments to the Government Authorities • Coordinate and maintain professional relationship with CLIENT Support Service departments (Such as HR, IT, FM, Accounts, Treasury etc.) to obtain support services for smooth functioning of Payroll section. Provide support to the various committees/legal department in resolving the overdue receivable from ex-employees • Direct the payroll staff in reviewing, implementing, monitoring, updating and institutionalizing work instruction manuals relevant to periodic and ad hoc activities of the section to standardize the work flow processes within the section • Plan and contributes to the development of Qatari Nationals assigned in the section through preparation of personal career programs, work rotation, on job training, periodic performance appraisal reports and career counselling towards achieving the objective of quality Qatarization in CLIENT Experience/Qualifications • Master’s in finance/Commerce / Business / Accounting and/or globally accepted professional qualifications like a Certified Public Accountant / Chartered Accountant / Cost & Management Accountant etc • At least 15 years of experience in medium to large organization with adequate exposure to accounting & finance functions.
