As an Executive Government Relations Consultant, you are responsible for processing and carrying out all transactions relating to visas, permits, licenses, registration, pertaining to employees, hotel vehicles and the hotel itself, liaising with various government departments and agencies.

    Our clients are setting up a new Joint Venture business which will take crude oil and produce a wide range of bulk chemical products. The project will be a first of a kind investment with a fully integrated 600,000 bpd refinery and chemicals complex, including two parallel ethylene crackers and with limited co-production of fuels. All the inpidual parts of the project will be world scale and the integration will deliver world beating production efficiency. The TIC is likely to be of the order of $20-$25 billion, making it one of the largest ever single-phase investments in the petrochemicals industry.

    Responsibilities

    - Lead all interactions with regulatory authorities and government entities, involving both Wood and our client

    - Liaise directly with the Royal Commission, plus all other corporate affairs, government relations and corporate relations matters

    - Process all types of visas including employment visas and residence visas for employees

    - Ensure any changes or amendments to the prevailing laws / rules / regulations, changes in forms / formats and other procedures are up to date, and advise Human Resources Department of such changes

    - Submit relevant documents periodically to the immigration / labour office with regards to cancellations

    This job is based on Project Control Engineer being appointed to lead the Project Control team and reporting directly to the Project Manager.

    On large scale or complex projects a Project Control Manager may be appointed to lead the Project Control team. In such cases the Project Control Engineer shall report directly to the Project Control Manager and may also have a reporting responsibility direct to a Project Manager for a specific area. The Project Control Manager shall define any necessary changes in the duties of the Project Control Engineer in this role.

    - Review and understand all relevant documents and conditions pertaining to the project. Attend the formal handover from Proposals and Estimating at the start of the project in accordance with Corporate Procedures

    - Develop any job specific project control procedures for approval. Prepare and maintain the manpower projection plan for the project control team and liaise with the Manager, Project Control and Chief Engineers to ensure that the project is provided with sufficient resources at the required level. Establish the specific responsibilities and supervise the activities of the project control team for technical quality and productivity

    - Develop in conjunction with the Project Manager and Client a suitable Work Breakdown structure for the Project. Establish and agree the level of reporting required by the project and ensure that responsibilities are defined and reports are issued in a timely manner

    - Ensure that cost and schedule baselines are put in place at any early stage of the project and communicated to the project team

    - Ensure that all control mechanisms are established to monitor performance and analyse trends and prepare forecasts for review with the Project Management team in conjunction with Project Cost and Planning Engineers

    - Identify and analyse deviations and trends against budgets and schedules, investigate such deviations with the relevant group and advise the Project Manager. Ensure that effective Change Control mechanisms are established and that agreed Changes are reflected in Budgets and Schedules

    - Hold regular progress and coordination meetings with project control staff and inform the team of the overall project and management objectives

    - Review overall project status with the Project Cost and Planning Engineers, and Project Management and recommend corrective action if necessary

    - Liaise with other departments to ensure that information affecting schedule and cost is continually updated and that project control objectives are known

    - Manage the preparation of final job statistics and analyse the effectiveness of procedures for possible improvement on future projects

    - Provide feedback key project issues to Department Management team on a weekly basis

    - Be familiar with the current application of computer system to Wood's business and endeavor to optimize their use and development within the project, both to solve technical problems and to promote the effective management of information

    - Identify responsibilities and control interface between FWEL and FWIEC and any other Affiliate or Joint Venture project control team members

    - Undertake Departmental assignments as directed by Manager, Project Control

    Skills / Qualifications:

    - Minimum ten (10) years' experience in project controls within Power & Utilities projects preferably in Gas Turbine Rehabilitation Project

    - A Graduate Engineer from an accredited institution

    - Five (5) years minimum experience in Middle East or similar environment

    - Must be fluent in written & spoken English

    - Must be available to join ASAP if approved
