Key Requirements

Experience Required: 14 Years.
Fourteen (14) years combined experience in two or more of the following areas; project design and construction, purchasing, materials inventory control, scheduling/forecasting, or construction contract administration.

Job Description

Conducts indoctrination sessions for project and contractor personnel in the use of client's materials systems, direct charge requisition preparation, and procedures for withdrawing materials from a variety of sources in a timely manner.

B. Monitors and reports on the timely planning and time phasing of materials allocations, procurement and availability.

C. Supports the projects efforts to use surplus and excess materials by obtaining descriptive data necessary to determine materials acceptability. May include obtaining purchase order information from archives, engineering technical evaluations and waivers, materials location and condition reports and accounting and price information.

D. Recommends substitute materials to replace items not available when required. Obtains back-up information necessary to support such substitutes.

E. Plans for the disposition of unused construction materials when such materials are determined to be excess to project requirements and instructs project personnel in the correct procedures for accomplishing the disposition.

F. Visits project offices or sites on a regular and frequent basis to support on-going design or construction activities.

G. Makes recommendations to projects on potential cost savings in materials support activities through modification to existing systems and procedures in line with MSO policy.

H. Works closely with project and MSO personnel to ensure the timely identification, procurement and availability of spare parts for plant commissioning and start-up.

I. Obtains status, Purchasing, on order placement, delivery and shipping status for critical materials.

    Wood is currently looking for a Senior Cost Estimating Engineer to work on the Engineering and project management services for the Sadara project in Jubail, Saudi Arabia. The project will last for approximately twelve months and will be a site-based position.

    Overview / Responsibilities

    - Lead the development of cost estimates prepared by Contractors during Conceptual & FEED phases including arrangement of Estimate Basis Memorandums and Estimate Confidence Packages

    - Prepare cost estimates for contract variations including the review and evaluation of Contractor Submitted Variations

    - Lead the review and assessment of variations with Contractors through agreement and conclusion of the related variation order

    - Work with Quantity Surveyor and Discipline Engineers to validate the scope of work, BOQs and MTOs for all variations and additional scope items from the relevant supporting project drawings, and obtain BOQs / MTOs endorsement by Company's discipline Engineers

    - Analyze work activities, manpower and GCC productivities by generating new work unit rates with Contractors

    - Coordinate with project Commercial to obtain local market quotes and trend to estimate cost for any variations or additional works

    - Review / participate in the preparation of annual client Business Plan and related quarterly cost forecasts

    - Lead the development of bid check estimates and cost breakdown structure to be used for commercial evaluation and tendering

    - Provide analysis of contract payment terms and related cash flow

    - Participate in the preparation of Business Cases and in the development of required cost justification assessments for approval by Senior Management

    - Conduct peer reviews of in-house Project Cost Estimates prepared by the ECW, AUP, EPC-1& EPC-2 teams

    - Establish and implement Project cost estimation database for benchmarking and reference

    - Lead the development, review, analysis and evaluation of costs related to Contractor claims and identify potential cost risk events, and evaluate related cost impact

    - Assist in the preparation of the final project close-out report and fixed asset register

    - Perform other related duties as assigned by supervisor such as ongoing training and development of assigned UAE national employees and any other assignments, as and when required

    Skills / Qualifications

    - Bachelor's Degree in Engineering

    - Over ten years' experience in cost estimation and reporting protocols of all Contract / Agreement types in major Oil & Gas Industry, both Onshore and Offshore

    - Knowledge of special application cost estimation software packages

    - Fluent in English (read, write, speak)
