Key Requirements

Oversees and manages project controls for EPC projects. Responsible for project planning and scheduling, quality review and cost estimating & monitoring. Forms policies to mitigate risk. Provides a reference to the Project Manager. Reports directly to the Project Manager. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving agitation arising from the daily operations and accordingly liaise with the partner institutions to act.

- A Bachelors degree (Masters Degree preferred) in Engineering discipline or equivalent
- Minimum of 20 years proven capability in Project Controls management
- Experience in contract development and administration in FEED / EPC project phases of the Oil and Gas industry in multiple high value projects (above US$ 1 Billion).
- At least 5 years of Cross country Pipeline project experience
- Professional certification such as AICP, AACE, ASP, PMI-SP® or any other equivalent preferred (but not mandatory)
- Demonstrable knowledge of project control practices, planning, cost control and reporting skills.
- Experience in review, analysis, cost control.
- Preparation of all project governance documents.
- Demonstrable relevant experience in the Middle East, Asia.
- S/he should be preferably western expatriate.

Roles and Responsibilities :
- Has expert technical understanding of cost control and planning activities to manage the technical direction and performance of the disciplines.
- Uses technical understanding to communicate with and influence project management, corporate management and clients.
- Ensures that the Project Control teams provide timely, concise and accurate reporting to Projects, Departments and Senior Management.
- Ensures staff execute the project control function in accordance with current policies and procedures, optimizing their use within projects to solve technical problems and promote effective management of information.
- Develops any specific project control procedures for approval.
- Works on all aspects of Project Governance.

Job Description

- Minimum of 20 years of relevant working experience in equivalent functions for Oil & Gas / Mid stream / Pipeline mega projects, preferably in reputed PMC / EPCM organizations
• Experience in PMC (Project Management Consultancy) projects
• Must have handled project controls work for major projects of value not less than US$ 1 Billion
• Proven knowledge and expertise in cost management, particularly on contract changes and Claims, etc.
• Specific training / education on planning as required
• Excellent command of English both spoken and written at a report preparation level and presenting to management.
• Very good command in MS Office tools, primavera and other planning tools
• Good interpersonal skills and ability to communicate in an articulate manner with clients, consultants and contractors
• Highly motivated, well organized, resourceful and proactive
• Flexible approach and able to work under pressure with a can-do attitude and a desire to win
