Key RequirementsPrincipal Accountabilities:
- a) Act as a fire and explosion risk management subject matter expert.
b) Develop and update Client’s risk management procedures as per the HSEMS with input from all sites and AUH.
c) Provide up to date HSE risk management / technical input and advice to operations, projects and engineering teams as required.
d) Provide support and input to Safety Engineers (Projects) , Loss Prevention Engineer and HSEIA engineer in matters related to risk and safety engineeringl studiesl reviewsl risk based Loss Prevention design (in the fields of fire protection, fire and gas detection, hazardous area).
e) Prepare Safety/HSE Studies Scope of Works and Safety studiesl reviews input to ITT.
f) Conduct technical evaluation for selection of Engineering Contractors/Consultants with respect to HSE Studies and reviews.
g) As an internal expert, conduct preliminary consequence modeling for dispersion, radiation, explosion by utilizing appropriate software.
h) As an internal expert, conduct Safety Reviews like PHA, HAZOP, HAZID, PHSER, Risk Assessment, Layout Review for Projects and Business Units.
i) Participate in PHA, HAZOP, HAZID, PHSER, Risk Assessment, Layout Review, SIL, COMAH, HSE-CES identification as and when required.
j) Review HSE Study reports submissions from Consultants / Contractors i.e. PHSER, Consequence Modeling (Dispersionl radiation/explosion), Layout Review, SIL, HSEIA, HSE-CES and Independent Verification Reports .
k) Work closely with the Site HSE Team Leaders and Engineers to update and maintain the Technical site Risk registers and participate in the monthly Risk Register review meetings for all sites.
I) Remain abreast of developments in the fields of risk management and safety engineering related to offshore operations.
m) Participate in accidents/incidents investigations as may be required on demand.
n) Interact with Safety Engineering and Risk Management specialists within the other ADNOC OPCO’s.
o) Attend technical meetings and seminars as requested by the Team Leader.

Select and prepare the adequate tendering and contracting strategy, that ensures the best value for Client's expenditure following the best practice and innovative ideas. • Prepares contractual and commercial aspects of any procurement, support works and service tenders required by projects, in consultation with the Project Managers. • Prepares and compiles tender / agreement (purchase Order / contract) documentation, with legal and finance groups to ensure viability, legality, interpretation and ease of administration. • Provides expertise for Tenderers' pre-qualification and processes bid list(s), including any pre- qualification exercises and evaluations required and obtains relevant management / tender board approvals. • Participates in the technical and un-priced commercial evaluation of tenders and then leads the subsequent priced commercial evaluation of technically acceptable offers that includes professional adjustment factors depending on the nature of the job and tender. Prepares a comprehensive techno-commercial evaluation report and recommendations. • Processes award recommendations, ensure necessary approvals and finalize with successful bidder and the contract documentation. • Validates the development and implementation of all contractor procedures for conformity with the Contract. Checks conformity of all documentation called for, including guarantees, performance bonds, insurance and the like with agreed formats and processes as required. • Assists in evaluating contractor's request for approval of vendors and sub-contractors. Monitors performance of contractor's procurement activities in terms of timely delivery and quality. • Administers contractor's reimbursement and valuation submissions, and coordinates with the Finance Division as required. • Reviews, advises and negotiates as part of constituted team, revised terms, variation order requests, change orders, claims in liaison with responsible management. • Assists project controls group in obtaining and assessing cost and progress data performance. a) Inspects project vessels / spreads, prior to their entry into the fields, in order to ensure their conformity with safety and specification standards and advises for the preparation of marine entry permits. b) Assists and supports during emergencies involving fire-fighting, anti-pollution, search and rescue operations. c) Monitors the major work carried out at dry-dock and ship repair yards for Company contracted vessels. d) Ensures the vessels, machinery, cranes and auxiliary equipment are running and comply with Company procedures. e) Ensures that the Preventive Planned Maintenance Programmes are met for all marine units involved in Company marine operations. f) Follows-up and monitors the maintenance programmes carried out by contracted marine vessels and ensure corrective action plans are met in compliance with Company standards and contractual obligations. g) Follow-up and monitor the HSE reports received form marine contractors, in liaison with HSE Dept. h) Assist in the investigation and analysis of the offshore marine related incidents, initial reporting and recommendation. i) Assist in preparation of SOW for major repairs / refurbishment and replacement of navigational aids, mooring deadweights and buoyage system to ensure its integrity and serviceability in all Company fields. j) Assists in interviews and assessment of marine crew, training, certification and leave rotation control. k) Assists in the preparation for special assignment of vessel (s) when moving to sites, as and when required. l) Performs the duty of marine advisor onboard barges or special assigned vessels during critical project operations within the fields. m) Carries out on-call function outside office hours and participates as Emergency Duty Officer for marine logistics. n) Advises on methods and equipment for oil pollution control during operations. o) Review and approve contractors’ preventive maintenance programme and dry-docking schedules for vessels under own scope and visit dry-dock during refurbishment to monitor progress. p) Prepare technical specifications of marine vessels and evaluate tender proposals for compliance with marine requirements.
