One of our major clients has recently travelled to our UK Offices to discuss a new project that has been finalised in Qatar. They are actively looking for a Project Controls Manager to join their Doha office; the opportunity will be working on one of the largest Infrastructure Projects in the Middle East. Project Controls Manager responsible as the company's representative for ensuring capital works projects are delivered in accordance with project procedures and controls. You will be involved in: *Monitoring of supply chain partners comprising programme management consultant, Design Consultants, Contractors and suppliers. *Work in partnership with consultants and contractors to ensure delivery of the capital programme to achieve time, quality and financial objectives. *Responsible for application of governance procedures to provide regular and validated reports on programme and project performance. *Preparation of regular reports and briefing papers on the progress of the project programme. *Management of risk across the capital programme and preparation of management reports to propose strategies for mitigation. *Management of the performance of the PMC and consultants and provision of feedback to ensure continuous improvement in the quality of service delivered through the supply chain. *Ensure the implementation of project gateway approval processes in accordance with the companies procedures. *Manage the technical approval process to ensure that appropriate resources are mobilised for technical acceptance and approval of standards to be adopted for the programme. *Detailed Monitoring of progress reports and schedules submitted by the PMC. *Preparation of reports and briefing documents to ensure that programme performance is monitored according to their requirements. Additional requirements include; Degree qualified chartered Engineer/Quantity Surveyor or project controls specialist with minimum 15 years' experience in project controls, risk management and design and construction management. Job Description Verification and processing of invoices of 70 major contracts and more than several hundred Service & Purchase Orders. Verification includes checking of unit rates, back-up documentation and ensuring conditions are met as per individual contracts and compliance with generally accepted accounting principles and adherence to policy and procedures. Also prepare invoices on behalf of Company for shared services. Post-Award Contract Administration including Performance Bank Guarantee monitoring, Insurance Administration, Contractor Performance Evaluation and Contract Close-Out Process. Prepare monthly cash forecast for four months following the current month on behalf of the projects to be incorporated into the Treasury Department. Co-ordinate with the various engineers of the Subsurface groups to apply Non-Conformance Report (NCR) cost recovery as per respective agreements Terms & Conditions. Co-ordinate with the Finance Department and adhere to rules governing the tax withholding issued by the Qatar Income Tax Department for each assessment year. This includes calculation of tax by year on the services provided by the vendors. Provide input into the Invoice Tracking & Cost Accounting database. Allocate cost on invoices to projects based on the consumption/usage and in compliance with the contract. Verify & validate Service Entry Sheets in SAP based on line items as per contracts with reference to all terms and conditions in the appropriate SubSurface Contract. Verify and Validate Invoices in SAP for all SubSurface Goods and Services based on contractual terms & Conditions and as agreed procedure between Finance Department and Subsurface. Be familiar with reports in SAP relating to Service Entry Sheet and Invoices as needed. For example, generate report on status of Invoices withheld for NCR purpose. Prepare other Ad Hoc analytical support to Section on regular basis. For example Well Cost Estimated based on the actual Invoices posted in SAP. Co-ordinate with Managers and Supervisors within the Group on financial procedures and systems giving assistance when required. Liaises with Finance Department to ensure compliance with normal accounting policies & procedures. Designs reports formats to meet Ad Hoc department needs. Develops and understanding of legal and contract issues. Skills & Experience Bachelors Degree in Engineering or Equivalent. Extensive diverse experience in the Contracts and Contract Administration function in the oil and gas sector, with a minimum of significant experience at the supervisory level in a major Oil & gas Company. Extensive experience in dealing with suppliers, vendors, contractors and consultants in the international Oil & Gas sector. Thorough knowledge of all aspects of the Contract Administration Function. Thorough Knowledge of sound procurement practices. Computer Literate with a good knowledge of SAP and Microsoft Office and Contract Management and reporting systems. This is a contract position. Job Description To provide Contracts Engineering to the Subsurface Group in the tendering and Contracting for the procurement of all necessary Goods and Services at all levels from critical local Purchase/Service orders, valued in the hundreds of US$, to major international contracts per drilling project. Provide Contracts Engineering services during both the tendering and contract administration phase of all well construction activity. Provide Contracts Engineering services to engineering and operations members of the Well Management Department and Petroleum Engineering Department's to prepare technical specifications and Scopes of Works. Review and recommend appropriate amendments to all sections of formal bid packages, to ensure clarity of requirements from Legal, Commercial and technical view point. Provide Contracts Engineering services in bid evaluation and be capable of assembling bid data into an easily interpreted form such as a computerised spreadsheet. Provide Contracts Engineering services in technical and commercial clarification meetings with prospective tenderness. Following the issue of Qatars Transportation Master Plan and the award of the FIFA World Cup 2022, Qatar is going to build a $37 billion Metro & Rail Network for its capital Doha. The Metro Network will be a 300 km metro rail network made up of 4 lines and over 100 stations covering Greater Doha. The railway will link all major Olympic venues, villages and the hotels district.
