The ideal candidate will have previous experience managing and implementing management systems and ideally have rolled out a system in a multi-cultural environment. They should have a good appreciation of operational challenges and risks associated to an oil and gas operation and have a strong desire to lead a 0 LTI operation. The candidate will be working with a mandate from the board and will need to be an excellent communicator and influencer to insure this new program is a success. Ideally candidates will hold all the relevant safety qualifications to enable them to carry out the position. A Neebosh Diploma is preferable as are professional memberships within the safety communicator. Further education within health and safety is a nice to have but not essential component to the position.
The successful candidate will initially be based out of Algeria where they will be responsible for rolling out a new HSSE template across the company's operation. A minimum of 15 year practical experience sufficient and a number of years’ experience of similar role and scale in a Middle East environment.
Performs, diagnoses, troubleshoots and provides technical advice and guidance for high-skill work related to drilling tool repair and supply in support of multi-string drilling or workover operations, including the coordination and supply of a variety of tools, materials, supplies and services for critical operational or emergency requirements. Responsible, under the general direction of Asst. Superintendent Workover Toolhouse, for the diagnosis and resolution of problems/malfunctions, and for providing technical advice and guidance to support drilling and workover activities (45-50 Client and contractor rigs operating throughout the Eastern Province). Advises on inspection and servicing standards and activities to ensure field readiness of Company-owned drilling tools such as blowout preventers, hole openers, reamers, etc. Advises on tool, materials, equipment and service requirements of drilling and workover activities; in consultation with Assistant Superintendent, Toolhouse Supervisors, and rig foremen, establishes priorities, monitors logistics, and resolves problems. Provides technical guidance and coordination, on an on-call basis, for the dispatch of critical equipment during emergency situations; ensures that the portable drilling toolhouse is stocked with items required for emergency operations, including breathing equipment, and personally operates the toolhouse at the emergency site. Designs and directs the fabrication of specialty items, such as fishing tools, which are not available from suppliers; advises on the repair of drilling tools. Provides vacation/emergency relief for Unit Supervisors. INTERNAL: Daily with the Asst. Superintendent and the rig foremen regarding drilling tool-related problems. Frequent with Transportation, Equipment Services, Drilling Equipment Engineers, Drilling and Workover Engineers and the Materials Supply Organization on matters relating to deliveries, cranes, material availability, program changes, inventory and shipment EMPLOYMENT TERMS: • Long term renewable contracts, with site/office based accommodation provided, insurance medical, transport, etc • Leave cycle comprises of 14 days leave + 2 travel days paid on completion of each 4-month period of assignment. • Candidates must be less than 55 years of age – and regretfully CV’s which do not include date of birth, will be immediately ignored. The Project Controls Manager is responsible for leading and coordinating Project Control activities. He/she is responsible for Planning and Scheduling, Project Risk Management, Cost Control, Change Management and Reporting.
The Project Controls Manager monitors the FEED Contractors schedule and cost performance against project objectives, and provides analyses of deviation in schedule and cost from budget. The Project Controls Manager is responsible for advising proposed corrective actions to mitigate adverse trends where identified in the contractors monthly report and schedule.
Reporting lines and interactions:
" Functionally reports to: PMC Project Manager
" Operationally reports to: Technip Manager of Project Controls
" Directly supervises (operationally): Project assigned Senior Planner and Cost Engineer
" Key interactions (internally, externally): Department Manager, Client, Project Manager, Project Controls Team, overall PMC Team, FEED Contractor.
The Project Controls Manager must have EPC experience in the Oil & Gas industry, some of which must be refinery related. High level of competency in Planning, Cost and Estimating systems and processes. Experience of managing FEED or EPC contractors in a PMC role.
Must have: Educated to degree level within aa Engineering discipline with extensive relevant experience in the oil/gas industry. Must have held a PMC role previously. Experience on Middle East projects is preferred.
Nice to have: Experience in Middle East projects would be an advantage.
The Project Controls Manager's main responsibilities are:
" To ensure adherence to the Contract.
" Assists in establishing the Clients' objectives in respect of the Project in terms of utility, function, quality, time, cost and constructability and makes recommendations for achieving these objectives, respecting the Project Master Schedule.
" Agree with Contractors on their reporting and recording procedures both in relation to reporting to the Client and reporting to the PMS.
" Responsible for the Project Master Schedule and for making recommendations to the Project Manager the corrective measures required by the Project to ensure targets are achieved.
" Responsible for preparation of the Master Control Budget based on Project Contract commitments and the agreed WBS to be the reference for cost control and reporting.
" Review and make recommendations on proposed project changes raised by the FEED or EPC contractor and determine cost and time implications.
" Check all fees, statutory and other certification invoices and certificates against cash flow and Master Control Budget Schedule.
" Review monthly status reports from the FEED or EPC contractor for completeness and accuracy.
" Audit FEED Contractors reports and schedules to ensure they represent an accurate status of the project.
" Identify trends in cost and progress performance and recommend actions to resolve and correct where necessary.
" Issue monthly report from PMC to Client on PMC and Contractors performance.
" Supervise the Project Controls team assigned to the project.
" To support the Project Director in any other relevant area, e.g. Contractual matters, office administration, accommodation, computing needs.
The position is initially based in the nominated FEED Contractors office in London/South East with the potential to follow the project onto the EPC Phase.

The successful candidate will have at least 7 years experience as a process control engineer, with past experience having worked on a mega Oil & Gas refinery project in the past, working with Honeywell software and hardware design on an expat basis.
Xellient are currently representing a global Engineering, Management & Construction Company, currently working as an EPC contractor on Saudi Aramco's new Jazan Refinery will be a grassroots facility with an anticipated capacity of up to 400,000 barrels per day.
The successful candidate will have, 7-10 years, hands on Experience in the Industrial Automation Industry, mainly in Honeywell design Experience DCS, ESD, MPS/PDP Hardware and have worked at a senior engineer level in at least two comparable size projects in the above role, with Middle East experience (Xpat).
With a strong understanding of Saudi Aramco Standards & International Standards, key duties will include:
- Provide relevant comments to MAC deliverables during PDR/ CDR/ FAT/ FAT Phases of the Project and ensure accurate implementation.
