    Job Description

    OVERVIEW

    Our Client has an opportunity for a Project Control/ Planning Engineer to join a Major Project Department team in Tripoli, Libya. They are currently looking for Project Engineers to support development of a number of projects. The projects are in the Oil & Gas Upstream sectors and there will be assignment opportunities available.

    These roles will be on projects with different execution styles ranging from FEEDs to detailed design work and also PMC.

    In this role you will establish and define job specific project control procedures.

    The ideal candidate will have prior experience monitoring actual site progress against planned progress, particularly with regard to manpower levels, productivity, construction metrics and payment.

    RESPONSIBILITIES

    * Leadership of FEED and PMC projects in their own right or area responsibilities on projects undertaken by the company;
    * Studying and understanding of all relevant documents and conditions pertaining to the project;
    * Defining primary job objectives clearly at project and departmental management levels by highlighting schedule and cost requirements;
    * Organizing and directing the activities of the project control team;
    * Attending regular progress meetings and ensure the maintenance of both time and cost trend statistics;
    * Monitoring and comparing both schedule and cost reports and relating conclusions such that management control action is alerted at the right time;
    * Reviewing overall job status with cost/ planning engineers and management and, at least monthly, recommend corrective action if necessary;
    * Liaising with other departments at all meetings relative to project operations, to ensure that information affecting schedule and cost is continually up-dated
    * Co-ordination of the final job statistics and analysis of the effectiveness of procedures for possible improvement on future projects;
    * Providing feedback on key project issues to Department Management team on a timely basis;
    * Monitoring EPC contractors schedule and progress with progress and milestone verification to support payment and monitor PMC cost and manpower.

    QUALIFICATIONS & EXPERIENCE

    * Degree or HNC/ HMD preferred, ideally in an Engineering discipline or where strong planning and commercial skills are included;
    * A proven track record within the Oil and Gas, or Petrochemical industry;
    * Must have a strong understanding of planning, progress measurement, cost and change control;
    * Must have the ability to manage team, consisting of cost control, planning and document management staff;
    * A proven track record in Oil & Gas or similar industries;
    * A pro-active approach to solving problems and getting the job done;
    * Excellent communication skills, self-motivated, energetic and tenacious;
    * Excellent written and verbal communication skills;
    * Willing to share information and develop junior staff.

    TERMS & CONDITIONS

    * Location: Libya
    * Work Cycle of 56 work/ 21 days leave for candidates from North America and Europe;
    * Work Cycle of 65 work/ 21 days leave for candidates from Middle East, India and Pakistan;
    * 9 hours a day/ 6 days a week;
    * Payment for work days only;
    * Air fare by economy Class;
    * Medical & Accident insurance;
    * Board & lodging and internal transportation to be provided by Client;
    * Single Status;
    * Each candidate should be compliant with the job description provided;
    * Age limit - up to 63;
    * Professional registration in the Contractor's home country, if applicable;

    MINIMUM REQUIREMENTS

    * Minimum 15 years' experience;
    * Experience in Oil Sector, Petrochemical or Refinery Plant essential;
    * Required Qualifications: Preferable Master's Degree or B.Sc. in Petroleum Engineering;
    * Professional registration in the Contractor's home country, if applicable;
    * Fully conversant with applicable Codes and Standards;
    * Fluent in English language, written and spoken;
    * Ability to write specifications and reports etc., in clear and effective English;
    * Each candidate should be compliant with the job description.

    ESSENTIAL JOB DUTIES

    * Provide Petroleum Engineering support. This includes all aspects of drilling, well completion, and work over activities from job design to on-site implementation;
    * Conduct well surveillance, including performance modelling and interpretation;
    * Conduct reservoir management activities;
    * Proven experience at recommending remedial well work solutions for horizontal wells in heterogeneous oil reservoirs with variable geo-layer parameters: porosity, permeability, water saturation, thickness, etc.;
    * Must have experience/ knowledge of current computer software for production engineering applications such as: OFM, WELLFLOW, PIPESIM, etc.;
    * Create drilling proposals with geological work programs and formation evaluation programs for new production or injection wells;
    * Follow-up drilling operations in order to assure achieving their geological and production goals;
    * Follow best practice and introduce new technology in petroleum engineering discipline;
    * Plans and coordinates the activities and/ or input of a team of multidisciplinary petroleum development professionals involved in developing, monitoring and ensuring timely execution of drilling operations in assigned field;
    * Identifying solutions for field development, by interpreting and discussing reservoir model and well data with reservoir team, in order to maximize recovery efficiency and improve the field economics;
    * Excellent knowledge - high press./ high temp. Gas wells behavior and completion;
    * Propose of techniques and equipment to be used in job execution, appraisal and development production test to ensure the quality of the data gathered.

    SUMMARY OF TERMS & CONDITIONS

    * Rotation: 56 days on/ 21 days off for North American & European candidates;
    * Rotation: 65 days on/ 21 days off for Middle East/ Indian/ Pakistani candidates;
    * Working Hours/ Days per week: 9 hours per day/ 6 days per week;
    * Payment will be done for work days only;
    * Mobilization & demobilization air fare by Economy Class & thereafter by Business Class paid by Company;
    * Medical & Accident insurance;
    * Board & lodging and internal transportation to be provided by Client;
    * Single Status;
    * Age limit - up to 63;
