    Health & Safety Director (Refinery Operations) - Large Oil & Gas Company

    The Downstream Division of a large Oil & Gas Operating Company with both domestic and international assets is looking to bring on a Health & Safety Director to support the company's interest across all of it's refineries and downstream operations domestically in the U.S. out of Tuscaloosa, AL office.

    This company has been around for over 50 years and has progressively expanded their operations during their tenure. They have their hands in almost all areas of Oil & Gas including LNG.

    SUMMARY

    The Health and Safety Director will lead efforts to develop, implement, coordinate, promote, and evaluate health and safety management programs for company operations in a way that ensures success in meeting company objectives and expectations, including but not limited to:

    - Implementing an effective Health and Safety Management System for all operations;

    - Partnering with executives and line managers to assure compliance with applicable federal, state, and local regulations

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

    Leadership, Management and Supervision

    - The Director provides effective business leadership for the Health and Safety Department including staff supervision, professional development, performance oversight, technical competency, and financial performance to support the needs of the Health and Safety Department and the corporate objectives of company. The Director provides technical guidance to senior management concerning safety, health, loss prevention, and regulatory issues and develops appropriate health and safety plans, policies, and procedures to achieve company business objectives.

    Regulatory Compliance

    - The Director is responsible for identifying and assessing regulations, codes and standards of practice that are required by regulatory authorities or by contract. The Director will have a working knowledge of appropriate federal, state, and local regulatory authorities including:

    - OSHA, NFP, EP, American Conference of Governmental Industrial Hygienists (ACGIH), Department of Transportation (DOT) - Motor Vehicle and Pipelines, US Coast Guard (USCG) - Marine Operations and Emergency Response

    - Process Safety Management

    - Develops risk-based system that drives actions

    - Provides input to RMP and PSM programs; manages the PSM group.

    - Provides input to the Safety Instrumented Systems policies and practices.

    EDUCATION/EXPERIENCE:

    - Bachelor's degree from a four-year University

    - Minimum of 10 years HSE experience in the energy industry, w/ at least 4 years in a management position

    - Ensuring that all company's project work activities are implemented in accordance with the OISD, Mines Act 1952, Oil Mines Rules (OMR) and Corporate HSE Policies and Procedures and industry best practices where applicable.

    - Assist the Contract when required, to ensure that they comply with the timely submissions of the necessary data for preparation of the Monthly HSSE Statistics.

    - Considering ways for continuous improvement of HSE performance.

    - Coordinating internal communications and relations with internal staff and external contractors & consultant regarding HSE subject matter.

    - Providing advice and whenever necessary hands on support to the Contractor in such activities as Job Hazard Analysis, Risk Assessment, environmental monitoring and Incident Investigation and analysis.

    - Participate in conducting Site HSE inspections along with Sr. Field Superintendent or HSE Manager and any other HSE related inspections within their inpidual capabilities, e.g. Facilities inspections, Contractor Field Camp Inspections etc.

    - Participate in Incident Investigations and using the experience and knowledge to provide assistance to the company HSE team and HSE Manager in compiling an accurate report with achievable recommendations.

    - Assisting the local contractors Site HSE and Site Managers in the effective HSE management of their Project & Operational work areas.

    - When required, conducting Compliance audits and inspections along with Sr. Field Superintendent and or HSE Manager together with the writing of reports and close out of corrective actions.

    - Participating in the review of Risk Assessments, Method Statements and Permit To Work (PTW) documentation for the organization and ensuring their adherence to safe and good working practices.

    - Assistance in developing and writing Site Work Instructions, Standard Operating Procedures, Emergency Response Plans, procedures and HSE Plans.

    - Hold regular HSE meetings with Site teams and document the resulting discussions and action points.

    - Providing assistance on perse safety issues relating to all aspects of all drilling/production/plant and safe systems of work

    - Assisting in the development of emergency response procedures and drills with internal team and contractor's HSE management, close-out of corrective actions arising from all HSE activities.

    - Conducting HSE Inductions to visitors & staff when necessary.

    - Develop the ability within the production team and other operations team to perform effective Tool Box Talks at their respective work areas.

    Skills & Experience

    - Graduate/Diploma or Degree in Engineering, with suitable qualification in Fire & Safety

    - Extensive business background in Oil & Gas industry

    - A good working knowledge of the HSE Codes, Standards and Labour Safety requirements applicable to internal organization & external contractors.

    - Considerable experience in a similar role.

    - Experience in understanding the application of a Company HSSE policies and its procedures.

    - A good ability to read, write, understand and explain English versions of HSE documentation, and be able to effectively share the information with others, in particular national staff & third party contractors and consultant and local language.

    - A good working knowledge of the HSE Codes, Standards and Labour Safety requirements of the OISD Standards applicable to Oil & Gas operations & related project work areas.

    - Experience in understanding the application of a Company HSSE Framework, its main policies and its procedures.

    - A good ability to read, write, understand and explain English versions of HSE documentation, and be able to effectively share the information with others, in particular national staff;

    - Conversant with basic computer applications (Word, Excel, PowerPoint, Outlook, etc.) with good verbal and written communication skills, including presentation skills

    - Strong computer literacy skills, for example using MS Office Suite, including email and calendar skills

    - Strong understanding of and exposure to Oil & Gas development projects

    - Strong working knowledge of local statutory issues related with Oil & Gas operations (GPCB, DGH, MoPNG, DoP etc.)

    - Knowledge of document control practices and systems as applied to the projects & operations
