Provide leadership and advice for the application of Health, Safety, Environmental and Quality in accordance with the HSEQ Management system and programs Implement and maintain HSE corporate programs. Verify compliance and/or identify any non compliance issues with laws, regulations, permits, certifications, and client/Corporate expectation for all facilities. Provide assistance to Operations managers to maintain compliance with HSEQ management system, OSHAS 18001, ISO 14001, 9001. Assist management: Contributing to: maintaining, implementing and improving the Service Quality (SQ) Management System. Ensures that all organizational specific HSE risks are identified assessed and that appropriate risk management plans are implemented. Ensures that adequate HSE training is provided to all Personnel. Ensures that all accidents are properly notified, investigated, reviewed and followed up. Advises Management on corrective action required. Leads audits program and verifies compliance. Keeps record safety performance indicators.

Job Description

Support the development and continuously improvement of the HSE regulations and procedures. Identify gaps in current organizational procedures, tools towards best practice for HSE. Prepare HSE awareness training materials and conducts respective trainings. Co-ordinate the reporting on HSE performance of the companys HQ and affiliates Co-ordinate the implementation of project documentation - Project Risk Register, HSE Plan and Delivery Schedule, country HSE guidance documentations, etc Getting acquainted with and raising awareness of best practices throughout the Company Group. Monitor the implementation of the Project HSE audit schedule and lead internal and external audits on request. Assist subcontractors and third parties in compliance to the HSE Undertake worksite inspections (incl. third party worksites) and provide feedback on observations. Co-ordinate and support implementation of legal compliance regarding HSE both in HQ and affiliates Monitor and where necessary lead incident investigations. Represent HSE department in HAZOP and HAZID workshops. Collect overview of legal requirements regarding HSE in EU and further project countries. Active participation in personal safety and health programs.

As a Continuous Improvement Leader your main responsibilities will involve: Design, develop and implement effective and efficient standardised Integrated Health Safety Environment and Quality Management system for EMA. Provide advice and assistance to the senior management at all divisions for the maintenance of an effective and efficient quality management system. Train and qualify internal auditors for all divisions including refresher training and monitoring activities. Manage the internal quality audit programme for all divisions and schedule third party quality audits for all divisions. Coordinate and lead all ISO registrar audits and other selected customer and third party audits at all divisions. Provide training for appropriate personnel on new and revised procedures at all divisions. Provide focus coordination for all improvement activities over the EMA organisation.

Tasks and responsibilities Maintain a daily working relationship with construction HSES team, line management, project personnel and vessel personnel. This includes subcontractors in relation to their respective compliance with The Company HSES policies, procedures and associated legal requirements. Provide regular, reliable reporting of training needs, audit reports, and data for monitoring HSES performance. " Take the lead role in incident investigations including Root Cause Analysis. " To have a sound knowledge of Statutory HSES Regulations and marine industry standards and ensure their correct implementation. " Have a basic knowledge of ISO 9001 Standards and a thorough knowledge of ISO 14001 and OSHAS 18001 Standards. " Manage onboard HSES crew. " Active member of the Vessel Senior Management Team. " Ensure latest versions of company HSES policies and procedures, including Lessons Learned, are implemented consistently and effectively onboard. " Conduct hazard identification and risk assessment processes implementing appropriate control measures to reduce risks onboard to ALARP, and maintain records in vessel documentation. " Assist in scheduled auditing as requested by Marine HSES Department in relation to the area audit Plan and assist in conducting annual HSES audits (ISO/OHSAS, ISPS, Internal, etc.). " Lead and co-ordinate incident investigations ensuring timely production of good quality reports. " Co-ordinate routine HSES site inspections and report findings to Vessel Management and Project Team per The Company's procedures and project contractual requirements. " Identify and address Action Items from routine inspections, audits, competency assessments, BBSM data and general observations and liaise with the Vessel Management Team. " Monitor Corrective Action Requests (CAR's) that have been raised and provide timely feedback on proposed actions and closure targets. " Monitor Vessel Central Action Tracking Registry for timely close out of Action Items. " Ensure that Marine HSES Department initiatives and communications, such as HSES statistics, Safety Grams, BBSM, etc., are brought to the attention of vessel team. " Provide HSES data for inclusion in the Marine Portal. " Co-ordinate all inter-related HSES matters between the HSE Committee, Management Committee, Project Teams, and Line Management. " Co-ordination of HSES training to all levels of employees and subcontractors as required. " Monitor and ensure employee HSES training is conducted in the appropriate language. " Monitor and carry out Critical Subcontractor and Third Party Vessel evaluation process. " Monitor environmental issues at the work location and liaise with the Environmental Department. " Review Permit to Work documents, ensure their suitability and compliance prior to issue. " Co-ordinate HSES attendance at daily TBT's, rotating between disciplines and offering guidance and sharing information from Safety Alerts, etc. " Maintain the level of training as required by the Global Marine Training Matrix and STCW Basic. " The Vessel HSES Manager Interaction Activity Plan shall be used as a minimum level of interaction with the vessel's crew.
