    The technical query coordinating engineer will be reporting directly to the Engineering Manager Responsible for In general they will be responsible for the successful resolution of design and other technical queries (TQs) raised at site by the General Contractors (GCs) and other sub-contractors. Carries out the plant punch listing of construction activities, mechanical completion & participate in pre-commissioning and commissioning activities (SAT). Participates in the work of mandatory safety checks, including testing and checking of the system and units, integrity of hazardous area equipment. Liaises with Operations Department process personnel to conduct HAZOP and feasibility studies of the proposed modification. Prepares first order estimates of project costing. • Resolves technical problems found during construction and commissioning of Plant Change Request. • Coordinate with the contractor for developing the SAP database for all modifications done under the Project's scope. • Participate in Factory Acceptance Test (FAT) and Site acceptance test (SAT) of all OEE's projects. QualificationsIKnowledgeISkillsIExperience • Graduate from reputable State University (i.e.: Top 3 Universities in Country Origin) in Electronic/Instrument Engineering; plus relevant short courses in Safety, Instrument & Control System with knowledge (certified if any) of Control Valve, Field Instrument, Analyser, Metering package, PLC, DCS, PIMS, APC, SCADA, ESD, F&G, TCS, BCS, BFA, TCS, WHP system. Fluent in English. • Ten (10) years' experience in control/instrument Engineering projects/maintenance works at oil & gas / petrochemical industry with at (5) years' experience in the design and development of Instrumentation & Controls projects. Experience in design, installation and maintenance of Distributed Control System, Fire and Gas System, Emergency Shutdown System, Plant and Personnel safety system.     Job Description

    Provides instrumentation engineering support. Provides specifications and installation guidelines for instruments and instrumentation systems ensuring compliance with established engineering standards. Performs primary and end element sizing, selection, and specification of field instrumentation including control valve sizing, thermo well vibration analysis, orifice calculations, etc. Provides input into P&ID (piping and instrumentation diagrams) to reflect field changes. Troubleshoots instrumentation systems. Collaborates with Maintenance on assessment, design and implementation of preventive and predictive maintenance programs and reliability improvement programs for instrumentation. Supervises loop checks prior to commissioning. Serves as refinery’s technical authority on instrumentation in gated Front-End Loading process for capital projects. Conducts technical reviews of vendor/contractor instrumentation design to ensure compliance with project specifications and applicable standards and codes. Provides input into work scope development. Prepares cost and resource estimates. Evaluates bids. Performs cost/benefits analysis for technical solutions. Provides technical specifications to Procurement for sourcing/requisition activities. As needed, serves as project engineer on small instrumentation projects overseeing field execution. Mentors instrumentation and electrical technicians in technologies and work practices. Provides instrumentation training to refinery personnel. Documents and maintains reliability databases for instrumentation assets. May work extended hours including nights and weekends, in process operations environment and during periods of inclement weather. Accesses areas of refinery requiring use of stairs and/or ladders to inspect critical process equipment. Responds to upset conditions during off-hours.
