    Job Description

    The Commissioning Lead - (drilling) provides leadership in the development of the commissioning/Ready for drilling planning process to ensure that systems are complete handed over fully commissioned and ready to operate as detailed in the Systems Completions philosophies. Provide subject matter guidance with respect to commissioning of Drilling modules and installed equipment.

    - Provide overall commissioning leadership and expertise specifically for Drilling Systems.

    - Provide guidance and leadership on all matters relating to mechanical completion, commissioning, and turnover/systems acceptance.

    - Obtain data from the project to enable planning and development of the overall Integrated Field Commissioning Plan.

    - Provide single point contact for Drilling Systems for Start-up Manager and Operations Team to ensure alignment and integration of commissioning and start-up activities.

    - Coordinate commissioning and start-up issue identifications and resolution requirements.

    - Identify commissioning resource needs at key project phases, develop and submit staffing plans for Project Manager Approval and staff the Commissioning and Completions organizations.

    - Develop and commissioning budget for drilling modules and roll-up into overall Commissioning budget.

    - Liaise with Client Engineering and operation team members' during their involvement in commissioning planning and execution, including their interactions with EPC contractors' commissioning personnel

    - Be the Client focal point contact for offshore field completion execution, including technical interface with EPC's and Operations.

    - Review and mature Drilling Commissioning Execution Plans for roll-up into an Integrated Commissioning Plan.

    - Manage Commissioning Specialists to produce commissioning deliverables, ensure attendance at FAT's and populate SCDB during detail design phase.

    - Establish and maintain a Safe system of work for energized equipment at fabrication and integration sites.

    - Supervise Commissioning specialists - Drilling in the preparation and execution of Static commissioning and multi discipline dynamic commission. Report Drilling Commissioning team progress to the commissioning manager.

    Skills & Experience

    - An Engineering Degree or Equivalent with significant direct hands on experience in construction and/or Systems Completion in the oil and gas industry with considerable experience commissioning automated Drilling equipment.

    - Knowledge of offshore integrated Drilling systems and offshore work experience is essential.

    - Must also possess an ability to work in harsh and inclement conditions.

    - High safety awareness is mandatory.

    - A good knowledge of simultaneous operations (SIMOPS) is essential.

    - Systems Completion electronic database management system experience.

    This is a contract position.

    Job Description

    - The position is responsible for maintaining SCDB databases, planning and coordinating walkdowns between Construction, Commissioning and Start-Up teams.

    - Has lead responsibility for planning, preparation, verification, and documentation of TCPs, checksheets, punch lists, as-builts, etc.

    - Responsible for monitoring and achieving the handover of a mechanically complete facility from Construction to Commissioning to Start Up.

    - Identifies & communicates priority systems to drive commissioning activities. Liaises between Construction and Systems Completion to maintain system prioritization.

    - Coordinates development of final static/dynamic commissioning checksheets and ensures that they are correctly tied and linked to database tags.

    - Provides key interface with Commissioning Leads to ensure that commissioning checksheets are accurately completed and are submitted in a timely manner to the TO/HO Support to meet handover dates - expedites when required; monitors system status.

    - Interfaces with Engineering to ensure engineering data is updated in accordance with revision updates of key documents, i.e., cable schedules, instrument index, line list, etc.

    - Monitors development, population and maintenance of the SCDB database and ensures that it is up to date and includes current/correct data from Engineering and that tags are correctly tied/linked to each system (through boundary drawings).

    - In conjunction with SCDB database administrator, manages all completion database updates/changes via the change control procedure.

    - Reviews system boundary drawings against MC status and advises changes to affect early handover.

    - Coordinates review and approval of EPC Contractor's procedures for Mechanical Completion dossiers and turnover activities.

    - Coordinates with EPC Contractor to ensure efficient and safe execution of MC and turnover.

    - Works with EPC Contractor to achieve MC of any additional parts of the facility, systems, sub-systems and temporary facilities that may be required for Commissioning and Start Up.

    - Interfaces with Planning and Construction to assist in meeting scheduled MC dates.

    - Ensures that Construction is working on prioritized area completion so that transition from area to system MC meets agreed project schedule/handover dates.

    - Reports MC and commissioning progress to the Commissioning Manager. Sets up, manages and reports System Completion metrics (i.e. MC and commissioning checksheet progress, plan vs. actual system handovers, outstanding punchlist items, etc.)

    - Assists contractor with arrangement of MC walkdowns / punchlist development and ensures the Contractor rectifies "A" punchlist items in a timely/orderly fashion to meet scheduled turnover dates. Ensures final-approved system punchlists are input into the CMS database.

    - Ensures Commissioning Completion certificates are prepared, signed by appropriate supervisors/managers and distributed as stipulated in project coordination procedures.

    - Coordinates preparation of TCP Dossier format and helps set up all dossiers

    - Verifies all sign-offs of TCP Dossiers and coordinates handover to Start Up team.

    Skills & Experience

    - College/University degree and/or technical diploma and extensive systems completions experience.

    - Previous successful management experience during Mechanical Completion, Commissioning, and Operations planning.

    - Extensive knowledge of an electronic Systems Completions database management system.

    - In-depth knowledge of Project Completion standards, specifications, codes, and appropriate safety criteria. As well as facilities commissioning and Start-Up operations.

    - Ensure that HSE&Q policies and procedures are adhered to in all phases of the work.

    - Be actively involved in the commissioning preparations phase, and provide commissioning and start-up input to engineering and design as appropriate.

    - Identify resources, lead, organize and control discipline commissioning engineers in a manner that ensures the groups goals and targets are met in a safe, timely and correct manner.

    - Follow up on commissioning performance and make recommendations for improvements and mitigating actions if needed.

    - Ensure that commissioning requirements are properly evaluated and requested as part of the evaluation criteria and masking for all relevant procurement items.

    - Plan for and assist in follow up of supplier packages and participate in FAT's.

    - Monitor progress and assess progress reports issued by Suppliers/Vendors related to construction related issues

    - Develop commissioning and start-up procedures together with discipline engineers and operations personnel.

    - Define necessary test equipment, temporaries, tools and commissioning spare parts.

    - Coordinate contractor support on commissioning and start-up activities.

    - Participate in the handover process from Commissioning to Operations

    Skills & Experience

    - University degree or equivalent within engineering & construction

    - Less formal education may be compensated with documented relevant experience

    - Vast experience of construction of larger North Sea projects and completion of EPC Contracts

    - Good and documented knowledge of Norwegian regulatory requirements (NORSOK) and IEC standards

    - Working knowledge and experience with Norwegian offshore engineering and construction codes and standards

    - Working experience with SE Asian contractors

    - Regulatory competence for the petroleum industry

    - Fluent in English, verbal and written

    - HSE awareness and commitment to excellent safety performance

    - Apply quality management principles and processes as well as planning target control

    - Self-motivated and driven team player.

    - Good management and teambuilding skills

    - Good communication skills, verbal and written

    - Experience of and aptitude for working in a perse cultural environment

    - Prepared and willing to travel and commute
