    Skills & Experience

    - Engineering degree or HND/ HNC or equivalent in relevant Engineering discipline

    - Extensive field experience of which considerable should be in a Maintenance or Engineering Projects role, particularly in commissioning.

    - Good general understanding of the construction mechanical build, testing, Inspection process and skilled in pre-commissioning and Commissioning Procedures.

    - Experience in plant design, construction, maintenance, Inspection and Commissioning of none hydrocarbon systems as well sour hydrocarbon handling facilities

    - Good knowledge and understanding of the Oil/Gas process & systems.

    - A good knowledge of relevant E&P operations, procedures and practices.

    They are currently recruiting for the position of Start Up Engineer, based in Baku.

    Main responsibilities will include:
    To deliver SUEM for specific Project Portfolio systems.
    Liaise with Project Commissioning teams nominated Site Operations Personnel with a view to providing assurance of delivery of Project Operations assurance, Systems Safe and Operable.
    Prepare detailed facility start up procedures based on the project start-up strategy, e.g.
    -Identify and prepare the required plant performance testing procedures for hydrocarbon and Utility Systems.
    -Prepare the Start Up Execution Manual.
    -Prepare a detailed Start Up Plan based on the procedures
    -Prepare and control a set of valve line up process and instrument diagrams (P&IDs) for start-up.
    -Provide respective training to operations team for start-up procedures.
    -Identify design or operational limits (both minimum and maximum), which will be encountered during start-up and then initiate mitigation plans.
    -Proactively identify, assess, communicate and mitigate any risks/opportunities associated with the planned start-up - including any potential Simops with operating plant.
    -Support the delivery teams in the implementation of company Certification systems and Handovers.
    -Develop and maintain a start-up SIMOPS matrix to ensure that start-up activities do not compromise the project HSSE commitments.
    Coordinate changes to ensure new facilities and equipment are Started Up and tested within the design intent.
    Ensure any Project Lessons Learned are taken forward and incorporated as necessary.
    Work closely with both Onshore and Offshore Operation to support on-going operations activities and Procedures that may be impacted by the Project deliverables.
    Building relationships with Project Engineering and Commissioning Teams to enable a smooth Transition of Project Deliverables.


    Essential Education:
    Degree in engineering or relevant technical experience.

    Essential experience and job requirement:
    Significant experience in the industry.
    Extensive experience in facility/operations/maintenance support in an operating facility.
    Attend Project meetings and represent and present Operational inputs.
    Proven ability to work in and with perse groups, and to work on own initiative
    Fully conversant with engineering drawings, project schedules and the ability to produce written reports.
    Contributing to HAZOP, LOPA, SIL and Alarm Management reviews for Project scopes.
    Ensure all start up activities are in line with the companys' integrity management standards
    Execute Start Up execution Procedures with the necessary Operations assistance.
    To play an active role in ensuring that all project HSE goals are achieved and where possible exceeded.
    Fluent English language skills (written and spoken) are mandatory.
    Offshore Medically fit to Travel to Offshore sites. (inc Sea Survival Training certification)

    Desirable criteria and qualifications:
    Previous experience/exposure in Oil/Gas Start Up, or Commissioning Operations.
    Bachelor's Degree in Mechanical, Chemical or Petroleum Engineering preferred
    Previous experience in development of Start-up Procedures is preferred.
    Familiar with System Certification and Handover Processes.

Provides guidance, training, and oversight regarding systems completions to the PMT Start-Up Organization and Contractor's Systems Completion Organization. He/She also stewards efforts to resolve construction-related issues preventing turnover to operations.

    - Monitors and drives the Systems Completions Organization for effective commissioning activities and timely turnover of fully-commissioned subsystems

    - Assists development of the Systems Completions Plan

    - Under auspices of the Systems Completions and working with EPC contractors manage to:

    - Provide onsite leadership to ensuring safe execution systems completions and commissioning

    - Provide guidance and participate in activities concerning Mechanical Completion, Pre-commissioning, Commissioning and Turnover of equipment and systems

    - Development of Completions Management Procedures and functional and inspection checks, startup and operating, loop testing, Permit to Work (PTW), and preparation of Completion Dossiers, etc.

    - Execute FAT plan

    - Assist Systems Completion acceptance processes including punch list activities

    - Provide commissioning input for Safety and Operability reviews

    - Review Startup and Operating manuals and spares

    - Develop interface/transition to steady state operations

    - Ensure commissioning procedures, work packs, and Turnover and Completion Packages (TCPs) are developed and implemented in accordance with Systems Completion Specification

    - Use the Completion Management System (WinPCS) for instrumentation and control equipment and systems completion and certification

    Skills & Experience
