    Ensuring compliance and alignment with the Project Company Site Developed PTW Procedures. Responsible for operating, monitoring and controlling the Permit Issuance System.
    Issuing and subsequent control of the PTW system at Site.
    Ensure all documentation necessary for Control of Work (CoW) system is in place. This includes but is not limited to keep approved updated Procedures, P&ID's, Isolation certificates training matrices, risk assessments MSDS, equipment certification and other CoW related documentation in place. Control the register of approved PtW authorities and update it regularly.
    Deliver company permit to work classroom training and assessments where required.
    Provide assistance to the independent auditing authority during routine Site tours monitoring the application of the PTW system and performing PTW and ICC audits.
    Reviewing and capturing all findings related to auditing of the PTW systems and presenting this data to the OSM/HSEA for follow up action and learnings
    Review- all the Task Risk Assessments to ensure that they represent the hazards associated with the task during the planning of permits. PTW coordinator should be familiar / trained in the TRA Level 2 process and understand the TRA process.
    Experience to being able to deliver training and assessments for future candidates. Also to be able to carry out if required, gas testing in the field for All Level activities
    Demonstrating at any given time, the work being carried out the status (live, suspended) and the location as well as isolations in place.
    Assist the designated Site Controller(s) in the daily PTW meeting ensuring that all necessary parties attend. Provide the structure for the meeting to ensure all new/existing permit requests are fully reviewed during the meeting.
    Ensure that adequate stocks for PTW requirements are available i.e. Stationery ICC labels, isolation devices etc.
    Ensuring that all these documents in hard copy format, are at the latest revision. Collate any red line amendments made at Site and arrange for these to be updated

    Education, Experience & Technical Qualifications:
    A recognised Engineering degree/diploma and or significant experience working in Oil & Gas Facilities/ Major Projects
    Proven experience with PTW systems.

    - Provide guidance to the Commissioning Engineers in analysing the scope as per contract and battery limit/guarantees as well as ensure the preparation of procedures for systematic and sequential pre commissioning/commissioning/start-up of plant.

    - Carry out detailed analysis of plant commissioning, assess the requirements of special tools /temporary facilities/equipment required for pre commissioning and commissioning, prepare Equipment/Tools list and initiate procurement.

    - upervise planning, progress monitoring, cost control and coordination with Client.

    - Prepare manpower organisation to fulfil the commissioning schedule.

    - Coordinate with other departments/ agencies to resolve interface problems.

    - Ensure that all safety and precautionary requirements and procedures are followed during the commissioning process.

    - Hold regular review meetings with the client on issues such as HSE conformance and commissioning progress as well as meetings with the vendors to resolve any equipment related problems.

    - Provide technical as well as manpower support to client during initial operations as required by contract project terms.

    - Hand over the plant to client in line with the commissioning schedules and client requirements.

    - Ensure the management of commissioning and start-up preparation home office activities, coordinating with all project discipline as needed.

    - Ensure the verification of KPI during the entire project activity.

    - Review the test run procedures and operating manuals prepared by the project process leaders.

    - Review and/or define the licensors/vendors schedule and assignment, concerning the precommissioning, commissioning start-up and test run activities.

    - Ensure the transfer of the lesson learned to the home office.

    - Prepare project execution strategy.

    - Able to lead a team of operations personnel and safely operate a plant.

    - Prepare and implement commissioning safety procedure such as LOTO, PTW, control of blinds etc.

    - Responsible for conducting safely and successfully plant SAT and performance testing.

    - Able to manage and control project completions team and systems.

    - Enforce commissioning PTW system and commissioning controlled areas.

    - Identify requirements and scope of work, review specifications, drawings and other documents of the project and establish applicability to the scope of work.

    - Carry out a detailed assessment of the commissioning work involved and assess the available resources and possible constraints in its execution.

    - Attend and provide input at P&ID review, HAZOP & HAZID review, spare parts order, specialist services and model review.

    - Ability to review contractual documents and identify project requirements and constraints / risks.

    Skills and Experience

    - Required to work at site for extended periods, works in an office environment as and when required.

    - Bachelors Degree in Engineering with significant experience in Oil & Gas industry.

    This is a contract position.

    The rate for this position is negotiable.
