Job Description

Provide general HSE Support on projects or at operational facilities. Work together with the HSE Lead on assigned projects for HSE improvement needs for items such as Developing HSE work plans and Bridging documents, safety training, Permit to Work processes, JSA processes, risk/hazard assessment, accident investigation and onsite inspection.

Planning and execution of Health, Safety and Environmental support programs/processes, responsibilities include but are not limited to:

  • Assist on HSE work plan development.
  • Provide onsite general safety training for items including but not limited to Site orientation, Energy Isolation, Lifting and Hoisting, Confined Space Entry, Hazard Communication, Environmental procedures and Spill Control, Hot Work Procedures,
  • Working at Heights/Scaffolding.- Participate and provide guidance on the Permit to Work process.
  • QA/QC of the JSA process.
  • Provide onsite coaching, consulting, inspection of the construction/site HSSE work.
  • Assist the construction /site team on assigned projects with HSE records and statistics.
  • Participate in evaluation of HSE performance of contractors and Shell Site Team and recommend improvement alternatives where necessary.
  • A key requirement will be to target 80% of on deck time with the construction/site workers when assigned to a location. (Minimize office type work)

Skills & Experience

  • Excellent planner and organizer.
  • Effective oral and written communicator with all levels in the organization.
  • Independent, objective and decisive.
  • Understands management systems and processes.
  • Determine root cause(s) of problems.
  • Effectively lead and/or participate in diverse teams.
  • Discern the applicability of HS&E laws and regulations and Shell policies and standards to any activity or situation.
  • Independent use personal computing applications, e.g. MS Word, Excel, PowerPoint, and Internet Explorer.
  • Demonstrate past experience in developing HSE plans and Bridging documents for offshore projects.
  • Considerable working experience in the Oil & Gas Industry with prior HSE experience is required
  • Technical (including HS&E) and operations assignments in one or more of Shell's operating companies or businesses is desired
  • Experience as an HSE Coach is desired
  • Experience with subsea/pipeline HSE is desired
  • Prior experience in Hazard assessment/Risk assessment processes is desired.
  • Applying HSE statutes and regulations and company HSE standards is desired.
  • Supervisory assignment is desired but not required.
  • Offshore work experience is required for offshore projects and operating facilities.
  • Construction (offshore or onshore) experience is required for projects facilities.

This is a contract position.

The rate for this position is negotiable.

    Job Description

    The Yard Safety Officers work in a team at two main locations and various smaller satellite locations, and cover two shifts on a 7 days/week basis.

    The Yard Safety Officer works within the corporate QHSE department, and is the prime contact in relation to all aspects of Health, Safety and Environmental matters for the Yards. The Yard Safety Officer carries out his/her function as described in Company Management System and has the authority to report any non-conformance to the Yard and to the corporate QHSE Department.

    - Provide all new personnel and visitors with Basic Safety Induction;

    - Promote HSE awareness and co-ordinate safety training for all personnel on the Yard;

    - Carry out daily rounds and maintain a log;

    - Issue Permits to Work and verify implementation of the permit at the workplace;

    - Assist in selection and use of PPE (personal protective equipment) and perform periodic checks;

    - Provide PPE to Company employees, as well as to visitors;

    - Participate in work risk assessments;

    - Investigate and report unsafe acts, unsafe conditions, near misses and incidents;

    - Assist Supervisors in organising Toolbox Talks;

    - Organise and chair monthly safety meetings;

    - Assist in implementation and compliance with company emergency services (BHV);

    - Act as Dangerous Goods Safety Advisor;

    - Monitor storage and handling of dangerous goods and waste.

    Skills & Experience

    - MBO technical degree;

    - Middelbare Veiligheids Kunde (MVK), NEBOSH or equivalent;

    - Previous experience as a Safety Officer on yards or construction sites;

    - Good command of Dutch and English, both written and spoken.

    This is a permanent position.
