Technical Requirements:
1. A good working knowledge of liquid and gas metering system design and principles of operation.
2. Capable of preparing recertification, operating and maintenance procedures and supervising their implementation. Able to monitor and control meter system performance.
3. Familiar with all relevant IP, API, AGA, BS and ISO standards and codes of practice.
4. Experienced in the preparation of specifications for metering system equipment and instrumentation.
5. Familiar with relevant practices and procedures for project management of supply of metrological equipment and systems.
6. Good level of communication skills.
Job Description:
1. Preparation of specifications for new metering systems and upgrading of existing systems.
2. Preparation of recertification, operating and maintenance procedures for oil and gas metering equipment.
3. Carrying out of measurement quantity & quality system equipment and data audits / inspections / surveys to check compliance with relevant standards, codes of practice and client requirements.
4. Provide assistance in the preparation of bid documents for client quotations

    Job Description

    - Preparation of Bill of Quantities (BOQ)/Made to order (MTO) from drawings and specifications.

    - Develop method of measurements suitable to the job requirements.

    - Maintain records and track BOQ Measurements /MTO according to the approved drawings.

    - Check, verify and maintain records of built/site measurements and qualifications for further approval of the construction manager.

    - Support and provide input at tender stage for prices and rates

    - Invitations, receipt of bids, evaluation, review of Subcontractors' price, previous work experience and their performance.

    - Draft preparation of procedures for contracts and subcontracts agreements

    - Analyse the rates submitted by the subcontractors' and implications from the execution point of view.

    - Verify subcontractors' interim and final payment applications in coordination with the site discipline engineer; present them for the further approval of the Construction Manager.

    - Evaluate subcontractors' claims and variations and prepare response to such claims.

    - Maintain technical records of the site progress meetings, issue related to drawings, direct labour hire/supply of plant, free issue materials and changes in scope of work and any other specifications.

    - Coordinate, verify and keep track of third party services on a day-to-day basis directly hired by Company in situations wherein the subcontractor is unable to perform and meet the project deadline.

    - Verify and approve third party invoices, liaison with them and check if the services are back chargeable to the sub contractor.

    - Maintain records of the free issue materials, manpower and equipment, sourced by Company when the subcontractor is unable to directly source the same.

    - Maintain accurate records and data to enable the Construction Manager to resolve contractual conflicts and disputed claims with subcontractors.

    - Provide inputs for preparing cost budget based on issues related to drawing, direct labour/plant hire on regular basis and submit them to construction management.

    - Implementation and adherence to HSE and Quality System procedures and plans.

    - Carry out any other activities as directed by the supervisor.

    Skills and Experience

    - Bachelors Degree, or equivalent, in Engineering (Civil, Mechanical/Electrical) and experience in the Oil and Gas related petrochemical industry.

Work may require investigation of related areas and technologies outside of your previous experience.

    - Provide general mechanical engineering support to the IGP Design and Technical Team as required.

    - Provide specific support to the water services and public health related work.

    - As tasked, devise initial concepts, develop detailed design, design integration and validate / review mechanical systems.

    - As required produce detailed specifications and scopes of work and review/report on supplier's submissions.

    - Perform inspections on new equipment and conditioning reports on recovered deployed equipment.

    - As requested, plan, participate in and report on equipment/system integration trials.

    - Be prepared to adapt engineering techniques, procedures, and criteria to meet unusual Client requirements.

    Skills and Experience

    - Essential:

    - Skills typically acquired through an undergraduate degree in mechanical/public health engineering followed by at least moderate relevant employment experience.

    - Experience in the design of mechanical public health equipment/systems.

    - Application of the standards and legislation that influences the design of equipment

    - Preferable:

    - Sufficient professional experience to assure competence as a fully trained professional.

    - Certification as a Licensed/Chartered Professional Engineer is preferred.

    - Experience of water and waste water treatment equipment would be advantageous.

    - Experience of storm water drainage would be advantageous.

    - Experienced with the requirements for the supply of new equipment the production of equipment and system safety cases, reliability and maintainability cases, technical publications and training media.

    - Proven ability to demonstrate delivering project work, to British Standards and Regulations.

    - Must have a good understanding of the commercial implications of the work being performed.

    - Good organisational and prioritisation skills.

    - Excellent written and verbal communication skills.

    - Ability to work independently using their own initiative or within a team.
