Job Description

As Senior Electrical Engineer, your main responsibilities will include;

Technical assurance for Management of Change (MOC) of electrical systems. The post holder is the senior Discipline Responsible Engineer with respect to electrical power generation, control and distribution systems, including review of proposed modifications and design input to utility planning for infrastructure improvements. The role provides a significant degree of coaching and mentoring to other staff in support of the overall health of the discipline for the region.

Job responsibilities include technical assurance for integrity management of electrical systems, ad hoc support to site-based staff, project management for minor electrical improvements and supervision of electrical installation contractors, specification of new equipment for procurement, including verification of quality assurance methods, functional performance testing and equipment certification. The role supports activity/turnaround planning with respect to electrical maintenance, inspection, testing and modifications.

Key Accountabilities

* Coach and mentor engineers, drive the development of the electrical engineering organizational capability within the region.
* Lead electrical discipline work scopes, engineering queries (EQs), and MOCs for the asset in all operating areas (process, non-process and waste operations).
* Deliver discipline-specific support to the asset in resolving operations, maintenance, and techincal integrity issues
* Provide assurance for Safety-Critical Equipment maintenance and oversight of hazardous area Ex inspection programme
* Oversee engineering feasibility studies for minor electrical projects
* Liaison with Small Projects, provide constructive feedback for scope development and critical/independent review of detailed design packages
* Communicate design expectations and site implementation standards to Projects teams; Share lessons learned with Projects and with regional/global ICE CoPs.
* Provide Operations input to Major Projects regarding electrical systems design
* Manage all deliverables from electrical engineering contractors and suppliers
* Provide input to hazard identification and risk assessments for proposed changes
* Lead or support incident investigations and RCFA involving electrical equipment.
* Ensure that relevant Engineering Technical Practices (ETPs), codes, standards, design guidelines and regulations relevant to electrical systems are correctly interpreted and applied
* Carry out gap assessments against ETPs and raise formal deviations where non- conformance is identified; Establish and implements action plans to close gaps
* Collaborate with specialists and engineers of all disciplines

    - Interface with the contractor construction groups and subcontractor speciality groups coordinating their at site front end pipeline support activities and responsibilities.

    - Ensure works are undertaken in accordance with the contract construction requirements, per the agreed plans, procedures and specifications.

    - Responsible for overseeing the on-site front end pipeline preparation and construction activities.

    - Participate in the responsibilities for assuring the field HSSE and quality requirements are met.

    - Assist and support the Construction Manager to achieve his contract objectives.

    - Ensure on-site safety awareness and safe performance with the contractor field crews.

    - Promote the AGT Quality Policy and Objectives and to ensure their compliance.

    - Demonstrate HSE participation by actively engaging with the site team and the construction contractors that would contribute to delivering on HSE expectations.

    Skills and Experience

    - Extensive experience involving the process for the preparation and installation of buried cross country large diameter linepipe.

    - Experience involving the installation of international pipeline projects.

    - Experience and knowledge involving the installation of linepipe under the PTW and COW system.

    - Ability to perform effectively in a team environment, inclusive of demonstrating collaborative, cooperative, flexible, adaptable, respectful, and tactful personal characteristics.

    - Familiarity with International Standards which form the basis for project PL specifications.

    - Confident and energetic approach to addressing all construction and technical issues.

    - Good inter-personal skills and being a team player.

    - Excellent work and personal ethics that include trustworthiness, commitment, and empathy.

    - English speaking and proficient in the ability to produce quality written reports in English.

    - Proficient in understanding pipeline construction drawings and specifications.

    To deliver SUEM for specific Project Portfolio systems.
    Liaise with Project Commissioning teams nominated Site Operations Personnel with a view to providing assurance of delivery of Project Operations assurance, Systems Safe and Operable.
    Prepare detailed facility start up procedures based on the project start-up strategy, e.g.
    -Identify and prepare the required plant performance testing procedures for hydrocarbon and Utility Systems.
    -Prepare the Start Up Execution Manual.
    -Prepare a detailed Start Up Plan based on the procedures
    -Prepare and control a set of valve line up process and instrument diagrams (P&IDs) for start-up.

    -Identify design or operational limits (both minimum and maximum), which will be encountered during start-up and then initiate mitigation plans.
    -Proactively identify, assess, communicate and mitigate any risks/opportunities associated with the planned start-up - including any potential Simops with operating plant.
    -Support the delivery teams in the implementation of company Certification systems and Handovers.
    -Develop and maintain a start-up SIMOPS matrix to ensure that start-up activities do not compromise the project HSSE commitments.
    Coordinate changes to ensure new facilities and equipment are Started Up and tested within the design intent.
    Ensure any Project Lessons Learned are taken forward and incorporated as necessary.
    Work closely with both Onshore and Offshore Operation to support on-going operations activities and Procedures that may be impacted by the Project deliverables.
    Building relationships with Project Engineering and Commissioning Teams to enable a smooth Transition of Project Deliverables.


    Essential Education:
    Degree in engineering or relevant technical experience.

    Essential experience and job requirement:
    Significant experience in the industry.
    Extensive experience in facility/operations/maintenance support in an operating facility.
    Attend Project meetings and represent and present Operational inputs.
    Proven ability to work in and with perse groups, and to work on own initiative
    Fully conversant with engineering drawings, project schedules and the ability to produce written reports.
    Contributing to HAZOP, LOPA, SIL and Alarm Management reviews for Project scopes.
    Ensure all start up activities are in line with the companys' integrity management standards
    Execute Start Up execution Procedures with the necessary Operations assistance.
    To play an active role in ensuring that all project HSE goals are achieved and where possible exceeded.
    Fluent English language skills (written and spoken) are mandatory.
    Offshore Medically fit to Travel to Offshore sites. (inc Sea Survival Training certification)

    Desirable criteria and qualifications:
    Previous experience/exposure in Oil/Gas Start Up, or Commissioning Operations.
    Bachelor's Degree in Mechanical, Chemical or Petroleum Engineering preferred
    Previous experience in development of Start-up Procedures is preferred.
    Familiar with System Certification and Handover Processes.

    Assure sub-discipline engineering content of relevant operating procedures affecting safety and operational risk through periodic checks on application.
    Assure safe operating envelope excursions are tracked, investigated and corrective actions taken.
    Lead AGTR Local Communities of Practice (Local CoPs).
    Serve as a technical and coaching 'focal point' for Discipline Engineers within the AGTR.
    Health and competence of Discipline including succession planning and coaching.

    Qualifcations/Experience:-

    Degree qualified (Mechanical Engineering or equivalent).
    Professional accreditation (Chartered engineer, Professional engineer (PE)).
    Significant experience in a related oil and gas, petrochemical industry.
    Demonstrable application of Mechanical Engineering Design and Operations principles.
    In depth understanding and demonstrable application of International Standards relevant to static mechanical engineering e.g. ASME, ANSI, ISO.
    Onshore and offshore operational mechanical engineering experience.
    Ability to travel.
    Specific awareness of the following ETPs is essential: o GP 42-10 ASME B31.3 Piping Systems o GP 62-01 Valves o GP 62-04-1 Relief Valves o GP 46-01 New Pressure Vessels.

The site representative is required to:
