Job Description

  • Champion Worker Safety Programs
  • Oversee site contractor fabrication, construction, and hookup work activities during Execution Phase
  • Serve as member of the Project Team (PT) when project assigned
  • Provide the interface between the work face and the Construction Site Manager or Construction Site Lead
  • May serve as the lead the company representative at sub-sites where the Construction Site Manager or Construction Site Lead typically does not reside
  • Provide construction core competency expertise when assigned to the function
  • Ensure good communications and relations with the contractors
  • Champion on-site safety awareness and safe performance with contractor and among Project Team members
  • Assist contractor in early site construction planning/construction planning prior to site mobilization
  • Serve as day-to-day interface with contractor and craft labor during the Construction Phase, providing a focus on safety, quality, cost, and schedule
  • Provide safety monitoring/leadership
  • Interface with QA/QC personnel to address quality issues/progress
  • Provide oversight of contractor's materials management/verification systems
  • Ensure compliance with specifications, procedures, and plans
  • Monitor workforce productivity and progress relative to schedule
  • Monitor environmental compliance, as required
  • Interface with contractor for field level changes, e.g., scope, costs, etc.

    The Wells PSCM Team provides support to a range of stakeholders across both Sunbury and Iraq. The key challenges for the team are ensuring that full and timely support is provided to the Wells Team in Iraq whilst satisfying the framework for cost recovery under which the Iraq region operates.

    The Completions and Intervention Category Specialist reports to the Cat Lead Completions and Interventions, Iraq and includes: Upper & Lower completions, Liner Hangers, Coiled Tubing, Slickline, Pumping, Stimulation, DTS.

    Participate in the Well Services Sector Category Management to support the Category deliverables, typical activities include:

    - Responsible for the requisition to pay process implementation for the assigned category

    - Continuous improvement in Contractor Safety performance and operational risk reduction with particular focus on Potential High Consequence Activities (PHCA) and improvement in process safety

    - Support implementation of Contractor Safety Management Program and Supplier Quality Management common process

    - Utilises financial analysis and 'should cost modelling' skills to evaluate

    - supplier price review proposals

    - Work closely with supplier's representatives and provides assurance plan.

    - Coordinate supplier audits and implements corrective actions.

    - Support Bids administration for category - preparation and dispatch of RFP packages, receipt of bids (as it relates to the Region).

    The Instrument Advisor is to provide assurance of engineering, construction & commissioning activities of the Instrument Process/Utilities Systems. This role will also provide field engineering and commissioning support during start-up activities up to PAC.

    The Instrument Advisor shall display HSSE leadership and promote HSSE expectations, behaviors' and working practices with all contractors' personnel including suppliers and sub-suppliers.

    - Review of commissioning plans and procedures,

    - Review of commissioning spares listings,

    - Ensure commissioning requirements are identified and followed up during the engineering, procurement and construction phases;

    - Document the satisfactory completion of pre-commissioning (mechanical completion endorsement/review) and commissioning work using standardised commissioning procedures, methods, documentation and control systems;

    - Direct where necessary, vendors to complete additional tests and checks where practical to eliminate those traditionally carried out on site.

    - Identification of the predecessors/sequential relationship between the system and sub systems by site to meet site completion requirement.

    - Review of procedures for preservation, de-preservation and re-preservation of equipment integrated with the mechanical completions and commissioning schedules/plans.

    - Providing regular communication of system status, schedule issues, quality issues, etc to the Site Manager through participation in weekly meetings.

    - Signing-off inspection reports and Project Completion System 'A' check sheets (where deemed necessary) for Instrument discipline.

    - Ensuring Brownfield modifications to Instrument equipment are managed through the operations MOC process as per Philosophy for Management of Change to Existing Facilities and Brownfield Work pack Review & Approval Procedure.

    - Ensuring non-conformances, site queries, concessions and deviations are correctly documented and closed out by contractors.

    - Participating in tri-party (PIUL Construction, PIUL Commissioning & companies) sub-system walk down at mechanical completion (MC) stage, for sub-systems with instrument equipment content and ensuring all defects are minimized/closed out at walk-down or correctly captured in agreed categorized punch list.

    - Witnessing and overseeing satisfactory Mechanical Completion and Pre-Commissioning work up to when the readiness for energising stage has been achieved.

    - Acceptance of a formal (Provisional) Handover from the EPC Contractor at completion of Pre-commissioning.

    - Witnessing of the execution of site commissioning carried out by the EPC Contractor.

    - Acceptance of a formal Handover from EPC Contractors at completion of Commissioning.

    - Ensuring the use of overrides and inhibits is rigorously controlled as per procedure and register is maintained.

    - Signing-off inspection reports and Project Completion System 'B' check sheets for Instrument discipline.

    - Ensure safety critical Electrical equipment meets the performance standards defined in document.

    - Providing input into the preparation of the Start-up procedures, as required by the Start-up Team Leader and being familiar with the start-up schedule.
