Key Requirements

Principal Accountabilities:
- a) Act as a fire and explosion risk management subject matter expert.
b) Develop and update Client’s risk management procedures as per the HSEMS with input from all sites and AUH.
c) Provide up to date HSE risk management / technical input and advice to operations, projects and engineering teams as required.
d) Provide support and input to Safety Engineers (Projects) , Loss Prevention Engineer and HSEIA engineer in matters related to risk and safety engineeringl studiesl reviewsl risk based Loss Prevention design (in the fields of fire protection, fire and gas detection, hazardous area).
e) Prepare Safety/HSE Studies Scope of Works and Safety studiesl reviews input to ITT.
f) Conduct technical evaluation for selection of Engineering Contractors/Consultants with respect to HSE Studies and reviews.
g) As an internal expert, conduct preliminary consequence modeling for dispersion, radiation, explosion by utilizing appropriate software.
h) As an internal expert, conduct Safety Reviews like PHA, HAZOP, HAZID, PHSER, Risk Assessment, Layout Review for Projects and Business Units.
i) Participate in PHA, HAZOP, HAZID, PHSER, Risk Assessment, Layout Review, SIL, COMAH, HSE-CES identification as and when required.
j) Review HSE Study reports submissions from Consultants / Contractors i.e. PHSER, Consequence Modeling (Dispersionl radiation/explosion), Layout Review, SIL, HSEIA, HSE-CES and Independent Verification Reports .
k) Work closely with the Site HSE Team Leaders and Engineers to update and maintain the Technical site Risk registers and participate in the monthly Risk Register review meetings for all sites.
I) Remain abreast of developments in the fields of risk management and safety engineering related to offshore operations.
m) Participate in accidents/incidents investigations as may be required on demand.
n) Interact with Safety Engineering and Risk Management specialists within the other ADNOC OPCO’s.
o) Attend technical meetings and seminars as requested by the Team Leader.

    - Extensive experience in organisational capability; some of this experience should involve partnering with international client groups or working overseas

    - Maintain the cost database system to monitor and track the overall project budget, forecast and actual costs. In addition, the Project Cost Team Leader is responsible for monitoring all cost data provided by contractors assigned to the project, participating in the project Management of Change process, coding of all requisitions, purchase orders, contracts, invoices, estimates, and developing and maintaining all required cost logs and registers.

    - Prepare cost stage gate deliverables.

    - Develop and maintain a phased forecast profile based on Value of Work Done (VOWD) and use this to compare variances with actual VOWD and Control Budget.

    - Agree with Finance & Accounting how accruals will be developed and transmitted and maintain a record of accruals.

    - Develop and maintain a process to track actual booked costs.

    - Validate contractor data for accuracy and compliance with project controls requirements stated in the contract.

    - Ensure budget exists prior to award of the contract or approval of the purchase order.

    - Verify contractor invoices: Comply with contract terms and conditions, comply with the established Delegation of Authority, and are processed on time.

    - Develop and maintain an Invoice Register in the company Cost Database system, ensuring all supporting documentation is readily available for audit purposes with partners for efficient cost recovery.

    - Develop and maintain a Commitment Register in a Cost Database system to catalogue budget obligations.

    - Develop a process to track change, ensuring any cost and forecasts for rework are separately identified by project phase.

    - Monitor change orders and maintain detailed records of project decisions and contractor actions.

    - Develop and maintain forecasts of the most probable cost

    Skills & Experience

    - BSc degree in Engineering or Chartered Status or equivalent experience

    - Considerable experience in project cost engineering/control positions of Oil and Gas related projects.

    - Previous experience of working within a multi-cultural and multi-discipline environment.

    - Excellent interpersonal skills and ability to deliver exceptional results in difficult project environments.

    - Position holder will be required to go on business trips to Iraq (for a which a medical must be completed and passed)
