Job Description

A global oil and gas company is seeking to appoint a Lead Investigator to sit within its corporate EHS function. This highly visible role will involve significant travel (up to 50%) globally, visiting operational sites where major incidents have occurred. This will involve thoroughly and knowledgeably investigating serious incidents, gathering all relevant information and delivering expert incident investigation reports. It is expected that candidates will be degree educated in an engineering or technical discipline and be a certified safety practitioner. Although oil and gas experience is desirable, it is possible that candidates from similar high risk industries will be considered. Only candidates with substantial experience within incident investigation with a demonstrable track record of delivery will be considered.

    In this role you will have overall leadership and co-ordination of HSE support for a number of projects in the UKNS Region through the project lifecycle from Evaluate and through Select, Define and Execute phases. Ensuring compliance with Regulations and HSE deliverables in accordance with the HSEQ Standards. Ultimately ensuring that both project design and construction risks are managed to ALARP

    Key requirements of the role are:

    - Leadership and co-ordination of shared HSE resources allocated to the projects.

    - Preparation of Project HSE Plans aligned to the HSEQ Standard and ensuring overall delivery against the plans for the projects.

    - Preparing Projects Permits and Consents Plans within the PLANC tool, ensuring delivery on the HSE elements of the plan and liaison with the HS and E regulators.

    - Managing delivery and quality of any key project technical safety and environmental studies undertaken by consultants.

    - Working with PMs and SCM to manage key contractors in accordance with the E&P MOC standard, including interfacing, auditing and performance management providing advice and coaching where required.

    - Lead and/or participate in key project Hazids, HIRAs, Envids or Hazops as required.

    - Support the team in incident investigation and follow up as required

    - Prepare, implement and test emergency response plans as required

    - Coordinate site safety advisors /coaches as required

    - Monitoring and reporting on Projects HSE performance

    - Liaise and collaborate with the assets HSE Team

    The role entails supervision of HSE professionals and interaction with a number of internal and external stakeholders, including: asset teams, wells teams, contractors, consultants and regulators.

    Responsibilities will include:
    Understand and communicate to various project teams and assets the safety and regulatory requirements through the late lifecycle
    Develop regulatory requirements and stakeholder management plans to support the LLA strategy
    Develop requirted Safety Case Amendments as the facilities progress through the final phase.
    Assure that all asset and project tactical plan are in accordance with regulatory and internal requirements
    Be the primary contact for project related Technical Safety Engineering and Process Safety, including local regulatory bodies (HSE, DECC, SEPA, etc)

    Internal - Work with, and advise personnel at all levels.

    Education Attainment & Accreditation
    Degree or equivalent in a scientific, mathematical or technical discipline.
    Further qualifications in the discipline whilst not required would prove advantageous, e.g. MSc Safety Engineering / Risk Management, becoming a Chartered member of a recognised body, e.g. IChemE, IMechE, etc.

    Experience in topside and subsea facilities with oil and gas operating or contact companies
    Credible industry experience in managing the prevention of major accident hazards
    Knowledge and understanding of the UK regulatory regime
    Strong facilitator of improvement and change management.
    Strong working knowledge of operations - Inc oil& gas processing, water treatment, utilities, logistics/marine, and preferably drilling/well operations.
