Job Description

Provide general HSE Support on projects or at operational facilities. Work together with the HSE Lead on assigned projects for HSE improvement needs for items such as Developing HSE work plans and Bridging documents, safety training, Permit to Work processes, JSA processes, risk/hazard assessment, accident investigation and onsite inspection.

Planning and execution of Health, Safety and Environmental support programs/processes, responsibilities include but are not limited to:

  • Assist on HSE work plan development.
  • Provide onsite general safety training for items including but not limited to Site orientation, Energy Isolation, Lifting and Hoisting, Confined Space Entry, Hazard Communication, Environmental procedures and Spill Control, Hot Work Procedures,
  • Working at Heights/Scaffolding.- Participate and provide guidance on the Permit to Work process.
  • QA/QC of the JSA process.
  • Provide onsite coaching, consulting, inspection of the construction/site HSSE work.
  • Assist the construction /site team on assigned projects with HSE records and statistics.
  • Participate in evaluation of HSE performance of contractors and Shell Site Team and recommend improvement alternatives where necessary.
  • A key requirement will be to target 80% of on deck time with the construction/site workers when assigned to a location. (Minimize office type work)

Skills & Experience

  • Excellent planner and organizer.
  • Effective oral and written communicator with all levels in the organization.
  • Independent, objective and decisive.
  • Understands management systems and processes.
  • Determine root cause(s) of problems.
  • Effectively lead and/or participate in diverse teams.
  • Discern the applicability of HS&E laws and regulations and Shell policies and standards to any activity or situation.
  • Independent use personal computing applications, e.g. MS Word, Excel, PowerPoint, and Internet Explorer.
  • Demonstrate past experience in developing HSE plans and Bridging documents for offshore projects.
  • Considerable working experience in the Oil & Gas Industry with prior HSE experience is required
  • Technical (including HS&E) and operations assignments in one or more of Shell's operating companies or businesses is desired
  • Experience as an HSE Coach is desired
  • Experience with subsea/pipeline HSE is desired
  • Prior experience in Hazard assessment/Risk assessment processes is desired.
  • Applying HSE statutes and regulations and company HSE standards is desired.
  • Supervisory assignment is desired but not required.
  • Offshore work experience is required for offshore projects and operating facilities.
  • Construction (offshore or onshore) experience is required for projects facilities.

This is a contract position.

    Skills & Experience

    - Knowledge & experience of marine vessel operations, emergency response and incident management.

    - Broad knowledge of maritime operations and associated risks.

    - Understanding of key stakeholders involved in marine incident response.

    - Good understanding of the marine risks specially those relating to transportation of hydrocarbons.

    - Familiarity with the company HSSE standards, Management System Framework, HSSE management process and experience developing, implementing, or using quality or safety management systems consistent with ISO 9001, 14001, and/or 18001 international standards, the International Maritime Organization codes and maritime regulatory environment is essential.

    - Exposure to cultural and geographical environments.

    - The jobholder should possess a Bachelor's degree in Maritime Transportation and/or Deck / Engine officer unlimited license and related experience in marine vessel operations.

    - Understanding of key maritime risks associated with vessel operations, development of contingency plans and implementation of emergency response processes is a requirement.

    - Past work experience in Shipping Emergency Response and/or similar capacity with an understanding of Incident Command Systems will be an added advantage.
