They are currently recruiting for the position of Site Mechanical Construction Supervisor to be based in Muscat.

Job Description

  • Plan, manage and supervise the mechanical site construction activities for gas compression project till commissioning and start up.
  • Plan and manage the mechanical shutdown activities.
  • Manage the construction interfaces with other disciplines.
  • Continue to work with the EPC Contractor team during construction till commissioning phase.
  • The engineer is required to actively supervise the EPC Construction activities, to ensure work is planned and executed as per the scope, within the allotted schedule, cost and resources.
  • Ensure work is executed within the HSE requirement.
  • Work as a team member of CGS3 Head of Construction team where all members are supporting each others.
  • Representing CGS3 in all mechanical interface activities, and chair the meetings with contractors.
  • Review the resources are adequate and highlight the need for additional or demobilization of resources when needed.
  • Ensure work is coordinated appropriately and completed as per schedule.
  • Ensure activities of Contract Management Scheme are adhering to at all times.
  • To attend meetings/discussions at PDO main office during rest days if required.
  • To support young engineers development.

Skills and Experience

  • A Bsc. or Msc. degree in Engineering.
  • Significant E&P mechanical construction experience of which some experience in Gas Compression projects.
  • Experience in gas and condensate systems.
  • Experience in both green-field and brown-field type developments.
  • Familiar with HSE construction requirements.
  • Conversant with international standards.
  • Strong team player with a positive and open attitude.
  • Ability and confidence to work with minimum supervision and lead a teams.

This is a contract position.

The rate for this position is negotiable.

    - Review the ITB (Invitation to Bid) documents submitted in the proposals stage, delegate work, raise technical queries, manage inputs to other disciplines, review techno-commercial vendor offers; prepare proposal technical write ups and man-hour estimates.

    - Supervise the verification of design integrity. Use Process Simulation software such as HYSYS and PIPESIM to ensure project specification details in the FEED Packages are feasible. Interpret and evaluate reports from process engineering software. Evaluate and compare the various.

    - Feed package documents and Data Sheets using scope of supply analysis and heat-and-mass balance calculations. Identify discrepancies and inconsistencies take corrective action where required.

    - Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantify total number of engineering deliverables, man-hour allocation, format of delivery, time schedules and other requirements for execution of the work.

    - Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.

    - Lead the preparation of the Technical Document Register (TDR) for process activities, carry out Contract Review; review all key process deliverables to ensure correctness. Identify and resolve discrepancies and pergences from original proposal through the instigation of technical queries or meetings with projects/client.

    - Recommend, assign and distribute manpower for the execution of engineering activities within budgeted project man-hours. Recommend cost effective measures to reduce overall manpower costs.

    - Supervise the preparation of Start up and Operations Manuals. Prepare Operational Test Procedures (OTP's) when required. Provide support to commissioning teams when required.

    - Supervise system engineering for finalizing P &I diagrams, performing equipment sizing / rating calculations and finalizing suitable materials of construction conforming to process/ service requirement

    - Interface and provide clarification and guidance and technical support to construction sites and commissioning engineers provide startup assistance as required.

    - Supervise the preparation of design and equipment calculations for identification and verification of equipment parameters including calculations for valve sizes, pumps, vessels, exchangers, columns, safety valves, control valves, shutdown valves, line sizing, logic diagrams etc.

    - Lead the preparation of equipment lists for downstream engineering disciplines. Ensure equipment compatibility and conformance with client specifications. Recommend cost effective measures to reduce the overall project costs, ensuring technical and safety compliance.

    - Interface and regularly meet with client and vendor representatives, conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues.

    - Update TDR progress reports through the use of software.

    - Perform/supervise all safety related process calculations such as blow-down /de-pressurising, safety relief etc. Participate in all Design Reviews, HAZID, HAZOP and Model Reviews. Close out HAZOP actions related to process design and implement the action in process documents.

    - Interact with Quality Assurance for quality issues, strictly ensure compliance with Company's ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.

    - Provide Performance / utility guarantees and prepare guarantee test procedure.

    - Participate in employee performance evaluations, establish performance criteria, identify employee strengths and weaknesses, and recommend training and development requirements.

    - Identify training/development needs for team and participate in establishing career path.

    - Perform related duties as and when directed by Direct Supervisor.

    - Manage the development and preparation of equipment sizing and identification of equipment specifications and interface i.e. compressors, pumps, turbines, controls, power supply, utility requirements, environmental regulation requirements and other assessments. Define metallurgy specifications in accordance to process requirements, administer the development of Mechanical Datasheets. Carry out checking work to ensure quality products are issued.

    - Provide inputs for the preparation of plot plans, organize the issuance of engineering drawings and technical documents for Inter-Discipline Checks (IDC's) coordinate with other engineering discipline in the integration of data inputs.

    - Direct the preparation of technical inquiry requests (Inquiry Requisitions), participate in the technical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations (TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendor equipment specifications meet with client equipment specifications and are within budgeted costs.

    - Administer the preparation of Purchase Requisitions for the procurement of equipment and materials. Review vendor quality plans, ensure vendor equipment's compatibility and compliance with the scope of client specifications. Coordinate with procurement, ascertain expedite of materials and equipment to site.

    - Interface and regularly meet with client and vendor representatives, conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues.

    - Update TDR progress reports through the use of, Documentum softwares.

    - Direct and monitor Material Take Off (MTO) activities, identify irregularities and shortfalls, take corrective action as required.

    - Participate in HAZOP meeting with the client and representatives of other engineering disciplines.

    - Interact with Quality Assurance for quality issues; strictly ensure compliance with Company's ISO Quality procedures. Coordinate Internal and Client audit requests; facilitate audit procedures of engineering systems within the department.
