Immediate opportunity for an experienced Commissioning Manager/Senior Commissioning Engineer to join a global EPC and provide technical expertise and leadership on their flagship subsea deep-water project in the Gulf of Mexico. This is a residential position based on site in Carmen, Mexico and represents an excellent opportunity to work on a high profile and technically challenging deep-water subsea installation and Tie-back project in the Gulf of Mexico. The ability to be fluent in both English and Spanish is highly desirable.

Key Requirements

Our client's expectations are that you will be highly experienced within the pre-commissioning, commissioning and start-up of offshore Oil and Gas facilities, specifically subsea assets, equipment and subsea systems within a deep water environment and possess the relevant leadership and managerial experience to lead a technical team and support the Project Manager. Given the technical nature and magnitude of this project it is essential that you are degree qualified in a relevant engineering discipline, possess significant overall experience within the Oil and Gas Industry with expertise in all aspects of commissioning and start up scopes specific to major subsea projects. Job Description

To monitor, under the authority of the Commissioning Project Leader, the precom/com preparation phase and to supervise the execution of the commissioning; to contribute to the smooth handover to operations.

Precom/Com Preparatory Phase:

  • Ensure proper implementation of all precom/com requirements.
  • Ensure that the ICAPS database is properly populated in a timely and efficient manner, with particular attention to the system/subsystem breakdown, the test/check sheet formats developed, etc., performing or coordinating checks and audits so as to guarantee the quality of the database.
  • Responsible for the review and the approval of the various Commissioning preparation tasks to be performed by the Contractor (work repartition, priorities, resources, schedule, coordination of the preparation team...etc),
  • Review and approve commissioning procedures, including operational test procedures.
  • Review pre-commissioning & commissioning schedules and timelines and ensure that they remain consistent with the Project milestones and operational constraints.

Commissioning Execution Phase:

  • Responsible for the overall Safety of commissioning activity, he will ensure HSE is given the highest priority, stopping work execution if safety is not guaranteed.
  • Control the pre-commissioning status and give approval for system handover to commissioning (RFC).
  • Control all Commissioning activities performed by the Contractor,
  • Check progress against planning and recommend any necessary corrective actions, close follow up on Punch List,
  • Supervise and coordinate commissioning activities (and associated equipment) on the utilities areas; in particular, closely monitoring the update of the commissioning schedule and providing input as required (e.g. planning of baseline inspection activities); ensuring that commissioning activities are completed as per schedule; ensuring that inter-discipline checks are performed by the member of his team; controlling the timely issue and the accuracy of all progress reports; coordinating, if need be, the intervention of vendors; ensuring that temporary utilities, tools, spare parts and consumables are available.
  • Approve commissioning forms as per the signatory matrix of the project.
  • Contribute to the smooth and effective handover between project and operations.
  • Supervise the execution of pre-commissioning and commissioning activities for the project (with regard to procedures, quality, HSE, cost and schedule optimization) to the full satisfaction of Operations.
  • Prepare and follow up progress reports for pre-commissioning and commissioning activities.
  • Ensure that subordinates and contractors are aware of and comply with HSE rules and regulations.
  • Ensure all the pre-commissioning and commissioning activities are executed in an efficient way and in line with the Project Schedule and according to the company E&P OPERCOM methodology

Skills & Experience

  • Experience in O&G activities in brown-field situation with proper technical level of understanding of all the disciplines involved (field operations, mechanical, electrical, instrumentation, control systems, etc.).
  • Strong qualities for site team management and operational/Commissioning experience.
  • Strong knowledge of commissioning follow up application software (ICAPS and company E&P OPERCOM methodology).
  • Previous experience in a similar position (CSL) is required.
  • Good knowledge of O&G industry standards, good & safe practices.
  • Fluency in English (speaking and writing) and experience in large multinational, multicultural environment.
  • Proven skills in coordination & interface management/communication/work organization.
  • Engineering Bachelor.
  • Good communication and co-ordination skills are required with other company departments, Qatar Petroleum and Contractors.
